<h2>What these regulations govern</h2>
<p>This document is <strong>Chapter X</strong> of the IHF's set of regulations and governs the activity of agents: the conditions for obtaining a licence, the examination, professional liability insurance, the validity and renewal of the licence, the representation contract, remuneration and sanctions. Its three annexes comprise the professional code of conduct, the insurance policy and bank guarantee, and the model representation contract.</p>

<h2>Key changes from the previous edition<span class="reg-tag">Changes from the edition of 1 August 2011</span></h2>
<ol class="reg-tl">
<li><b class="t">Broadened definition of an agent</b>A players' agent is no longer only a "natural person"; the new definition covers an <strong>agent, company, lawyer or natural person</strong> who introduces a player to one or more clubs or brings two clubs together for a transfer agreement.</li>
<li><b class="t">Distinction between a licensed agent and an IHF-licensed agent</b>A new category of <strong>"licensed agent"</strong> is defined, whose licence may have been issued by the national federation, the continental confederation, the IHF itself or the state authority of the person's country of nationality; and the title <strong>"IHF-licensed agent"</strong> is reserved for the narrower category of holders of an International Handball Federation licence. The text distinguishes between the two throughout the document.</li>
<li><b class="t">Restructuring and redrafting</b>The document has moved from the old numbering format to an "Article 1 to 17" format with a title for each article, its drafting has been rewritten in gender-neutral form throughout, and the model representation contract in Annex 3 has been restructured.</li>

<h2>Who this document matters to</h2>
<p>The broadened definition is the most significant practical point: companies and law firms that previously fell outside the definition of a "natural person" are now expressly subject to these regulations. Alongside this, the regulations on transfers between federations make Articles 10 and 11.5 of this document applicable to any intermediary in a transfer, even where no licence is involved.</p><p>Sanctions against players, clubs and federations — from a reprimand to a fine of at least CHF 5,000, suspension from play and a transfer ban — are applied on the basis of the regulations on penalties and fines.</p>
