What the document does

What the document does

It is a risk assessment tool for event organisers. In liability claims arising from an incident, the decisive question is usually whether the foreseeable risk was assessed and addressed; this document supplies the standard for that assessment and is read alongside the insurance and civil liability provision of the sporting and organisational regulations.

What does the document do?

It is a template that national federations may use to conclude agreements with the military and law-enforcement bodies of their country. It is read alongside the Memorandum of Understanding between the International Judo Federation and the International Military Sports Council (CISM), which is the overarching framework for this same cooperation.

What the SOR governs

The SOR is the largest and most frequently used IJF instrument, turning what the Statutes set at the level of principle into operating rules: eligibility, nationality, entries and accreditation, weigh-in, competition systems, world ranking lists, judogi rules, refereeing rules, and the medical and anti-doping handbook. Unlike the Statutes, it is revised often — this version replaces one published less than a month earlier.

Athlete nationality and changing itsection 1.7

An athlete must hold the nationality of the federation entering them, evidenced by a valid passport; an athlete with several citizenships may compete for only one country.

The three-year ruleAn athlete who has represented a country at the Olympic Games, world, continental or regional championships, or events on the IJF calendar may represent a new country only after three years have passed since last representing the former one.

Shortening itThe IJF may shorten or waive the three years — but only on the written agreement of both national federations and with a passport for the new country. The authority is Rule 41 of the Olympic Charter and its Bye-law.

The filing deadlineA request tied to a specific event must reach the IJF 21 days before that event's registration deadline; later than that, the IJF gives no assurance it will be processed in time.

ExclusionsVeterans, military and kata competitors who appear on no world ranking list fall outside the rule and may change sporting nationality at any time on producing a passport.

Refugee statusSeparate routes exist for athletes holding official refugee status and for the IJF Refugee Team, where a refugee travel document or photographic identity plus an IJF authorisation letter stands in for the passport.

Referee nationality runs a parallel regime of its own at section 1.8.

Power of amendment

The IJF states expressly that it may amend its rules "in a reasonable manner at any time" and notify members "by any method as the IJF deems appropriate" — email, website publication, or a declaration at a meeting. For anyone citing the SOR, that makes the version date part of the citation: a reference to "the SOR" without one points at a moving text.

What the document does

This document is addressed to the host, not to the athlete: chapter by chapter, it sets out the International Judo Federation's requirements for staging the judo competitions at the Olympic Games — from legacy strategy and accommodation through to the other operational requirements.

Its legal significance lies in the host contracts: the organising committee's obligations towards the international federation derive from this document, and disputes over the performance of those obligations are referred back to this text.

What the document does

It determines how the judo quota places for the 2028 Olympic Games are allocated, and on the basis of which ranking and which competitions. For a national federation it is the most important four-year planning document, and any dispute over a quota place begins with the interpretation of this text.

⚠️ One point: the International Judo Federation has published a more recent version dated 26 May 2026, which to date is available in French only. What appears here is the latest English version, and this difference must be borne in mind when citing it.

What the document does

It establishes the medical and sporting framework for an athlete's return to competition after pregnancy. It is a document with direct legal consequences: the preservation of a place in the world ranking list and of a quota during the period of absence is a matter that, absent a written rule, leads to disputes. The Sports and Organisation Rules also refer to this matter in article 1.1.2.
