<h2>What the Constitution determines</h2>
<p>The Constitution stands at the apex of the UCI's regulations: the membership of national federations and their rights and obligations, the continental confederations, the Congress, the Management Committee, the commissions and the adjudicatory bodies. The seventeen numbered parts of the regulations are drafted within the framework of this instrument and refer back to its articles.</p>

<h2>Key changes in this edition<span class="reg-tag">Changes from the edition of 27 September 2019</span></h2>
<ol class="reg-tl">
<li><b class="t">Gender quota among Congress delegates</b>Each voting delegation from a continental confederation must include <strong>at least 25 per cent of each gender</strong>, that percentage being rounded up to the next whole number. The same rule governs substitute delegates, and the order of substitution must first ensure <strong>that the same 25 per cent is maintained</strong> and only then follow the order of election.</li>
<li><b class="t">Quota in the list of candidates</b>Continental confederations are required, when putting forward candidates, to submit a list with a mixed gender composition — at least three candidates of each gender for the larger confederations, and at least one candidate of each gender for the others.</li>
<li><b class="t">A vice-president of each gender</b>The Management Committee must elect <strong>at least one vice-president of each gender</strong>.</li>
<li><b class="t">Obligation on national federations</b>National federations are required to ensure <strong>the appropriate representation of each gender on their executive board</strong> — a provision that bears directly on the composition of the boards of member federations.</li>
<li><b class="t">Strengthened position of the Ethics Commission</b>References to the Ethics Commission in the text of the Constitution have risen from 12 to 18; an indication of the expanded role of that commission within the governance structure.</li>
<li><b class="t">Renumbering of articles</b>The addition of new paragraphs to article 8 has shifted the numbering sequence; when citing articles of the Constitution, the edition relied upon must be identified.</li>
<li><b class="t">Enactment article</b>Article 87, which did not exist in the previous edition, states that the Constitution was adopted at the <strong>Kigali</strong> Congress on 25 September 2025 and entered into force on that same day.</li>

<h2>Who this document matters to</h2>
<p>For national federations, the new provisions on gender composition create a direct and measurable obligation: both on the federation's own executive board and among the delegates it sends to the Congress. Failure to comply with these provisions is a matter pursued, under this same Constitution, through the disciplinary bodies and the Ethics Commission.</p>

<p class="reg-lead">The current edition of the Constitution of United World Wrestling, adopted by the Extraordinary Congress of 24 June 2024; the threshold for an "international competition" rose from more than three countries to more than five, the Bureau was redesigned to eighteen elected members with six vice-presidents, and seats reserved for women are no longer transferred to men.</p>

<h2>What is the Constitution of United World Wrestling?</h2>
<p>The Constitution of United World Wrestling (UWW) is the federation's foundational instrument: it establishes its name, purpose and seat, enumerates the wrestling styles under its governance, sets out the conditions of membership for national federations together with their rights and obligations, and organises the federation's organs — the Congress, the Bureau, the President, the continental councils and the commissions — with the powers of each. The federation's seat is in Switzerland, and the remaining wrestling regulations, from the disciplinary procedure to the financial and licensing rules, are all enacted on the basis of powers defined by this instrument.</p>

<h2>About the June 2024 edition<span class="reg-tag">Changes from October 2021</span></h2>
<h3>Key changes from the previous edition</h3>
<ol class="reg-tl">
<li><b class="t">The "international competition" threshold: from three countries to five</b>The most significant practical change for wrestlers and clubs. An international competition is now a competition in which <strong>more than five countries</strong> take part; previously more than three sufficed. Because the requirement to hold a federation licence is tied to this same definition, the range of events for which a licence is required to participate has narrowed.</li>
<li><b class="t">Redesign of the Bureau</b>The former composition — the President, five vice-presidents and thirteen elected members — has been replaced by <strong>eighteen elected members, six of whom are vice-presidents</strong>. The vice-presidents are chosen from among those same members by the Bureau itself.</li>
<li><b class="t">Strengthened quota for women</b>The elected members of the Bureau must include <strong>at least five women</strong> (including those women who become vice-presidents), and <strong>at least two vice-presidents must be women</strong>. In the 2021 edition these figures were three seats and one vice-president.</li>
<li><b class="t">Seats reserved for women no longer pass to men</b>The former rule provided that, if there were not enough female candidates, the seats reserved for women would be opened to male candidates. That rule has been removed, and such seats now <strong>remain vacant</strong>, to be filled by a female candidate at the next election.</li>
<li><b class="t">Rewritten electoral procedure</b>Elections are held by <strong>secret ballot</strong>, and each voter has as many votes as there are vacant seats. Candidates who meet the conditions — including nationality and gender — and who receive the most votes are declared elected. In the event of a tie, the sitting member of the Bureau takes precedence and, failing that, the oldest candidate; and if the number of candidates equals the number of seats, they are elected without a ballot.</li>
<li><b class="t">Pace of seat renewal</b>Instead of "one third of the seats every two years", <strong>six seats</strong> are now put to election <strong>at each biennial Congress</strong>. In addition, where a seat falls vacant <strong>for any reason</strong>, a successor is elected at the following Congress; previously a vacancy arising from a member reaching the age limit was excluded from this rule.</li>
<li><b class="t">Vacancy in the office of vice-president</b>If a person's membership of the Bureau ends before the end of their term as vice-president, the <strong>Bureau shall, at its next meeting</strong>, choose a new vice-president for the remainder of that term.</li>
<li><b class="t">Transitional provisions until 2030</b>For the transition to the new structure, it was provided that the seventh and, if necessary, the eighth seat should go <strong>to women only</strong>, and that the term of the woman receiving the fewest votes should be <strong>four years</strong> rather than six. Candidatures for the 2024 elections were accepted up to two months beforehand, but <strong>from 2026 the three-month deadline is applied strictly</strong>, and at the 2028 and 2030 Congresses six members are elected and the minimum of five women will be observed without any relaxation.</li>

<p>The Wrestling Federation of the Islamic Republic of Iran is an affiliated member, and its rights and obligations — from the right to vote at Congress to the conditions for suspension and expulsion — are defined in this instrument. For sports lawyers, the constitution is the starting point for any case concerning the competence of UWW's organs: before relying on the disciplinary procedure or the rules on change of nationality, one must establish from which article of the constitution the organ in question derives its power. As a practical matter, each event is governed by the edition in force at the time it occurred; for that reason, earlier editions are kept available on this page.</p>
