What is this document?
The Laws of the Game are the foundational text of football, and the body that issues them is the International Football Association Board, not FIFA. The seventeen Laws in this document determine everything from the field of play, the ball and the number of players to fouls, free kicks, penalties and the conditions for scoring a goal, and alongside them come the guidelines for referees and the section on interpretations.
A season whose rules changed temporarily
The 2020/21 edition was published at a time when football faced a compressed match calendar following the stoppage caused by the pandemic. The most important decision of that period was to permit an increase in the number of substitutions; a discretion given to the organisers of each competition in order to reduce the burden on players.
This point has direct significance in cases relating to that same season: a challenge to the number of substitutions, or to the manner in which it was applied, must be assessed against the text of this edition and its temporary amendments, not against the ordinary rule.

Referees, clubs and coaches active in the 2020/21 season, and lawyers examining cases from that season. The general rule is that the text governing any match is the edition for the season in which the match was played.
