Regulations on the Status and Transfer of Players - October 2024 edition
The October 2024 edition of the FIFA Regulations on the Status and Transfer of Players, approved on 3 October 2024 and in force from 1 November 2024; this edition introduced the FIFA Club World Cup exceptions and the restructuring of the international match calendar from 2026.

What are the FIFA Regulations on the Status and Transfer of Players?
The FIFA Regulations on the Status and Transfer of Players (RSTP) determine the global and binding framework for the registration of players, their amateur or professional status, transfers between clubs affiliated to different associations, contractual stability, the protection of minors, and the training compensation and solidarity mechanisms. Certain provisions of these regulations must be incorporated without modification into the internal regulations of each national association.

Pursuant to article 29, this edition was approved by the FIFA Council on 3 October 2024 and came into force on 1 November 2024, with deferred application of article 5 paragraph 4, article 6 paragraph 3 (f) and article 1 paragraph 12 of Annexe 1.
Key changes from the previous edition
- FIFA Club World Cup exceptionsTwo express references were added: "the regulations of the FIFA Club World Cup may provide for further exceptions" in the section on the registration of players, and a comparable reference in the release rules.
- Restructuring of the September–October international window from 2026It was provided that, from 2026, the September–October international window becomes a 16-day period in which each representative team may play a maximum of four matches — replacing the previous rule of a maximum of two matches per window.
- Reinstatement of training compensation on the Ukraine and Russia routeIt was provided that, from the entry into force of this annexe, the training compensation under article 20 and Annexe 4 is payable by the new club for a player whose previous registration was with the UAF or the FUR.
- Relocation of article 19bis and article 18 paragraph 2The provisions on the trial of players and on the prohibition of professional contracts longer than three years for players under the age of 18 were relocated within the structure of the document, without any change to their substantive rule.

For clubs engaged in international transfers, players and coaches under contract with a foreign club, agents and sports lawyers, this document is the principal basis for the legal assessment of a case. In any dispute, the applicable edition of the regulations is the one that was in force at the time the relevant event occurred; for that reason, access to the text of earlier editions has practical importance for past cases.
