What is the FIVB Constitution?
The Constitution of the Fédération Internationale de Volleyball (FIVB) is the federation's foundational instrument: it establishes the scope of its jurisdiction over the confederations, zonal associations and national federations, organises the federation's bodies — the Congress, the Board of Administration, the Executive Committee and the President — together with the powers of each, and lays down the conditions for the nomination and election of officials. The remaining volleyball regulations, from the general and sports regulations to the disciplinary and financial ones, are enacted on the basis of the powers defined by this instrument.

Features of this edition
- Scope of the federation's jurisdictionThe text provides expressly that the jurisdiction of the world federation extends to the confederations, zonal associations, national federations, councils and commissions, as well as to persons elected or appointed to its bodies.
- Conditions for the nomination of officialsNomination for membership of the Board of Administration — including the presidents of the confederations — is subject to the prescribed conditions, and all candidates must come from different national federations. A replacement candidate must likewise satisfy all the conditions and pass the eligibility and integrity review of the federation's Ethics Panel.
- The President's signing authorityUnder this edition, the President is the only person authorised to sign contracts and binding instruments of the federation, and may grant powers of attorney.
- Amendment of the ConstitutionA proposed amendment must be submitted to the secretariat by the Board of Administration or by five national federations and at least six months before the Congress, and its adoption requires a two-thirds majority.
Who this document matters to
For the Volleyball Federation of the Islamic Republic of Iran as a member national federation, its rights and obligations — from representation in the Congress and the right to vote to the duty to align its domestic regulations with the world regulations — are defined in this very instrument. For sports lawyers, the Constitution is the starting point of any case concerning the jurisdiction of the world federation's bodies; before relying on the disciplinary or ethics regulations, one must determine from which article of the Constitution the adjudicating body derives its authority. Each event is governed by the version that was in force at the time it occurred.
