What are the Congress Procedure Rules?
The United World Wrestling (UWW) Congress Procedure Rules govern how the Congress is held: who represents a national federation, how convocation and registration are carried out, what the condition for participation is, how the agenda is settled, by what procedure voting and elections are conducted, and when decisions are valid. This document supplements the Constitution: the Constitution determines the powers of the Congress, and this text the mechanism for exercising them.

- Presence of women in the delegationIt was provided that whenever a national federation registers three delegates, at least one of them must be a woman.
- Commission for vetting candidates' eligibilityEstablishing candidates' eligibility under the Constitution was entrusted to a commission composed of members of the Legal Commission, whose members must hold a nationality different from that of the candidates.
- Appendix 1: step-by-step election procedureFor the first time an appendix was added setting out the conduct of elections in detail: distribution and checking of the voting devices before the election, and programming of the devices so as not to allow votes in excess of the number of seats.
- Two-round election mechanismSix seats with a full six-year term are renewed every two years, and each delegate may select up to six candidates. In the first round, election requires an absolute majority (half of the valid votes plus one), and if the seats are not filled, a relative majority applies in the second round.
- Rules on ties, nationality and the quota for womenIn the event of a tie between two incumbent members or two new candidates, the older is elected, and in a tie between an incumbent member and a new candidate, the incumbent member prevails. Only one candidate from each country may be elected, and at least five seats among the elected members are reserved for women.
- Condition for participation in the CongressA national federation must have discharged all its financial obligations towards United World Wrestling and be subject to no disciplinary suspension; the voting rights of Bureau members and of national federations are also not transferable.
