FIVB Rules of Procedure of the Congress 2022
The current edition of the Rules of Procedure of the Congress; it attached a financial consequence to absence from the Congress, brought the Electoral Advisory Commission into the process, and recognised electronic voting under third-party supervision.

What are the Rules of Procedure of the Congress?
The Rules of Procedure of the Congress of the Fédération Internationale de Volleyball (FIVB) determine the operational mechanics of the Congress: the credentials of delegates and proxies, the Credentials Committee, the agenda and the manner in which proposals are submitted, the voting procedure and the counting of votes, and the documents and reports that must be presented to the Congress. This document complements the Constitution: the Constitution determines the powers of the Congress, and this text the mechanism for exercising them.

Key changes from the previous edition
- Financial consequence of absence from the CongressA national federation that — save in cases of force majeure — is neither present nor represented at the World Congress receives no financial or technical support from the international federation until the following Congress, and recovers it by attending that Congress.
- List of federations in good standingThe official list of federations that have met their financial obligations was made the basis for credentials.
- Formalities of the proxyA proxy must bear the signatures of the president and the general secretary of the national federation and its official stamp, and the treatment of blank proxies — where no particular federation is designated as proxy holder — was clarified.
- Agenda and the right to be heardThe list of items that must appear on the agenda was set out in detail — from the biennial plans of the confederations to the elections of the president and the members of the Board of Administration. Only items on the agenda are considered, and raising a matter outside the agenda is possible upon a proposal of the president or the executive bodies and with the agreement of the Congress, with the express provision that this rule does not limit the inalienable right of every delegate to be heard.
- Supervision of electionsFor the election of the president and of the members of the Board of Administration of the gender in the minority, the work of the Secretary of the Congress is carried out under the supervision of the Electoral Advisory Commission. The list of eligible candidates for the presidency must be sent to all federations in alphabetical order and at least one month before the Congress, and a member who is himself or herself a candidate automatically withdraws from these duties.
- Electronic voting and scrutineersWhere an electronic voting system is used, the scrutineers may be a notary public or a recognised auditing firm, and the final result is announced to the Secretary of the Congress. Each confederation may also send one observer to the meeting of the Credentials Committee.
Who this document matters to
For a national volleyball federation, the condition for effective participation in the Congress is set out in this very text: inclusion in the list of federations "in good standing" by meeting its financial obligations, and a proxy bearing the signatures of the president and the general secretary and the federation's official stamp. Absence from the Congress carries a financial consequence. For a federation intending to put forward a candidate for the bodies of the international federation, the electoral procedure and its supervision are likewise determined in this document.
