What is a therapeutic use exemption?
The UCI Anti-Doping Rules (Part 14) are not sufficient on their own. Three supplementary sets of regulations — results management, testing and investigations and therapeutic use exemptions — apply alongside them, and the Procedural Rules of the Anti-Doping Tribunal govern the conduct of proceedings. All four documents are available on this site.
A rider who, because of an illness, requires a medication that appears on the Prohibited List may obtain a therapeutic use exemption (TUE). This document determines who may obtain such an exemption, on what conditions, from which authority and under what procedure.

- The formal route to using a prohibited medicationA therapeutic use exemption is the only lawful means of using a prohibited substance; without one, the presence of the substance in a sample is a violation even if the use was entirely therapeutic.
- Acting before the case arisesAn application for an exemption must in principle be submitted before use; a retroactive exemption is possible only in exceptional circumstances and on strict conditions.
