The most significant regulatory development in Iranian football in recent years: with the implementation of this directive, the budget cap rule, which for two seasons formed the basis of clubs' transfer activity, is removed from the operational process and replaced by a supervisory system based on financial discipline — the same logic known in world football as financial fair play. In the federation's official terms, the central issue is not "cost control"; it is establishing a balance between revenue, expenditure and financial transparency.
The directive was notified to Premier League clubs on 19 July 2026, but its full text has not yet been published publicly. For club managers, the obligation to prepare and publish audited financial statements begins with this season, and it is enforced through the federation's supervision. For players and clubs' creditors, mandatory financial transparency is also a new instrument for assessing the financial capacity of the contracting counterparty.
