What these regulations do

The Asian Football Confederation implements the global anti-doping rules at continental level, and this document is the instrument of that implementation. Articles 1 to 5 set out the scope of application, the obligations of Member Associations, the specific duties of players, teams and support personnel, the Confederation's testing authority, and the definition of doping. The practical point for clubs and associations is that the commitment to these regulations arises from membership; no separate acceptance is required.

Anti-doping rule violations Articles 6 to 14

The list of violations appears in Article 6 onwards, each one a separate violation:

  1. Presence of a prohibited substance the presence of a prohibited substance, or its metabolites or markers, in a player's sample (Article 6).
  2. Use or attempted use of a prohibited substance or a prohibited method (Article 7).
  3. Evading, refusing or failing to submit to sample collection (Article 8).
  4. Whereabouts failures (Article 9).
  5. Tampering or attempted tampering with any part of the doping control process (Article 10).
  6. Possession of a prohibited substance or a prohibited method by a player or support personnel (Article 11).
  7. Trafficking or attempted trafficking in a prohibited substance or a prohibited method (Article 12).
  8. Administration or attempted administration to a player (Article 13).

Ineligibility: determination, reduction and aggravation

The first chapter of Title One addresses the determination of the period of ineligibility; the second addresses its elimination, reduction or suspension — the point at which the player's fault or negligence and their cooperation are assessed; the third addresses aggravation of the sanction and multiple violations; and the fourth contains the common provisions on individual sanctions. For clients, the most important defences take shape in this second chapter.

Procedure

Title Two has three chapters: sample collection, analysis of samples, and results management. General procedural provisions follow — fair hearing, proof of doping, confidentiality and reporting, and enforcement of decisions. The sequence of these stages matters in contested cases: a defect in the sample collection or analysis chain may be invoked independently of the merits of the charge.
