Structure of the document
- Part One — General Provisions Scope of application, purpose and responsibilities (Articles 1 to 3).
- Part Two — Cooperation Communication with supporters, the duty to cooperate with the public authorities, identification of responsible persons, security personnel, the liaison group, the strategy for segregation and dispersal of crowds, stadium inspection, first aid and emergency services (Articles 4 to 12).
- Part Three — Ticketing Sale, allocation, ticket holder details, allocation strategy, countering the black market and counterfeit tickets, quotas and pricing, information printed on the ticket and ticket counting (Articles 13 to 21).

Application in disciplinary cases
When an incident occurs in the stadium, disciplinary proceedings are usually assessed on the basis of these very articles: whether the host had observed segregation, whether it had deployed sufficient security personnel, whether the tickets were countable. Failure to comply with any of these is an offence independently of the incident itself.
