AFC Integrity Action Plan
● In force2019
The AFC Integrity Action Plan — the Confederation's strategy against match manipulation, built on three levels: prevention, detection and response.
| Length | 10 pages |
| Definition of match manipulation in this document | The manipulation of a match by a player, coach, match official or any person subject to the Confederation's regulations, in order to improperly alter the result of the match or a part of it, with the intention of obtaining a financial or sporting benefit |
The three levels of the strategy
- Prevention First, that all stakeholders benefit from the principles of good governance and an effective regulatory framework; second, education and awareness for all those who are potential targets of match manipulation.
- Detection Establishing a mechanism for monitoring and reporting information relating to an allegation or suspicion of match manipulation.
- Response The adjudication process, comprising investigation and ultimately the imposition of sanctions where the evidence is sufficient.
The obligation of member associations
The Confederation expects member associations to apply the same triad at domestic level. The plan expressly refers to the joint FIFA–INTERPOL initiative launched in 2011, and states its overarching objective as enabling the targets of match manipulation to "recognise, reject and report" any attempt to manipulate a result.
This document is strategic in nature; the sanctions for match manipulation are laid down in the Confederation's Disciplinary and Ethics Code.
