Why one document and not two?
Most federations keep their ethics regulations and their disciplinary regulations separate. Karate has placed both in a single text: Articles 5 and 6 set out the principles and the general principles of conduct, and Articles 7 onwards set out the sanctions and the procedure. Article 4 clarifies the relationship of this text to the IOC Code of Ethics.
Substantive and procedural provisionsArticles 13 to 24
- Named offencesBreach of Article 5 (Article 13), violent conduct (14), lack of eligibility (15), forgery and falsification (16), corruption (17) and doping (18).
- Limitation periodsArticle 11 sets the limitation periods — the first thing to assess in the defence of an old case.
- Decisions of other organisationsArticle 12 provides that the federation may recognise and enforce a disciplinary decision of another organisation — meaning that a suspension imposed elsewhere can take effect in karate.
- Adjudicating bodyArticles 19 and 20 set the jurisdiction and composition of the Disciplinary and Legal Commission (DLC), and Article 21 the competence of other bodies to impose sanctions.
- Procedure and appealArticles 22 and 23 are the judicial procedure and the disciplinary procedure, and Article 24 determines which decisions are appealable — the provision to be read first in every case.
