What these regulations determine

This document contains the anti-doping rules of the International Taekwon-Do Federation (ITF) and follows the structure of the World Anti-Doping Code. The text opens with an introduction and preface explaining the fundamental rationale of the Code and of these rules, and then sets out the scope of application — that is, it identifies who is covered and at which events. From that point the structure is familiar: the definition of doping in Article 1, followed by the violations, proof, the Prohibited List, sample collection and results management.

Why identifying the correct federation is decisive in a doping case

A taekwondo athlete may compete in the events of both bodies, but the anti-doping rules of each are enacted separately. The results management authority, the adjudicating body and the appeal route in an ITF case differ from those in a World Taekwondo case.

A further practical point is the period for which the text is valid: these rules have applied since September 2019 and were amended up to April 2020. Since the World Anti-Doping Code was issued in a new edition in January 2021, cases concerning events after that date require the later version of the federation's rules to be established.

Who this document matters to

Athletes, coaches and team physicians active in ITF competitions are subject to these rules. For the sports lawyer, this text is the basis of the defence in doping cases before this federation in the period from 2019 to 2020 — and the first question in any such case is establishing under which federation the event took place.

Which federation, and how does it relate to the previous edition?

This document is the Constitution of the International Taekwon-Do Federation (ITF) — the body founded by General Choi Hong Hi — and not the Olympic federation, World Taekwondo. The Spoleg library also holds the 2014 Constitution of this same federation; the present edition is the more recent text, with the seat declared in Vienna, Austria.

A structural feature of this edition is that, unlike conventional constitutions which open with definitions and objectives, it devotes its first chapter to the foundation and origins of Taekwon-Do, with Articles 1 and 2 addressing the establishment of the art and its birthplace. That choice fixes in the legal text the identity ITF claims for itself.

What this Constitution determines

After the chapter on origins, the Constitution turns to its conventional work: the definition and objectives of the federation, the conditions of membership and the rights and obligations of members, the governing bodies and their decision-making mechanisms, financial resources, and the provisions on amendment of the Constitution and on dissolution. Technical detail — from competition rules to grading — is set out in separate regulations enacted under this Constitution.

Who this document matters to

Organisations and clubs affiliated to ITF, and athletes competing in this federation's events, fall within the framework of this document. For the sports lawyer, the Constitution is the basis for establishing the competence of ITF's bodies and the validity of their decisions, and before any reliance on it the case's affiliation to this federation must be established.
