<h2>What is the place of the Statutes?</h2>
<p>The regulations of the International Handball Federation (IHF) form a set of numbered chapters, and the Statutes stand at the head of that set as Chapter <strong>I</strong>. The structure of the organs, the membership of national federations, the jurisdiction of the adjudicatory bodies and the final avenue of appeal are all determined in this document; the other chapters are drafted within its framework and refer back to its articles.</p>

<h2>Key changes in this edition<span class="reg-tag">compared with the edition of 3 October 2019</span></h2>
<ol class="reg-tl">
<li><b class="t">Establishment of the Handball Court of Arbitration (IHCA)</b>Article 23 has changed the final avenue of appeal: once the federation's internal stages are exhausted, a final IHF decision may be challenged before the <strong>Handball Court of Arbitration (IHCA)</strong>, seated in <strong>Basel, Switzerland</strong>, rather than before the Court of Arbitration for Sport (CAS). Two exceptions remain: doping cases are heard by the <strong>CAS Anti-Doping Division</strong>, and disputes relating to the Olympic Games are heard exclusively by <strong>CAS in Lausanne</strong>. Cases commenced before CAS prior to the establishment of the IHCA are concluded there.</li>
<li><b class="t">Age cap of 75</b>A candidate for an office that carries membership of the Executive Committee must not have reached the age of <strong>75</strong> at the time of election.</li>
<li><b class="t">Redefinition of the adjudicatory bodies</b>The term “legal bodies” replaces the previous arrangement: the Arbitration Commission, the Arbitration Tribunal and the Ethics Commission are designated “adjudicating bodies”, while the Disciplinary Commission and the Jury are designated “disciplinary bodies”, active only during events. The powers of these bodies do not limit the disciplinary powers of the Congress and the Council.</li>
<li><b class="t">Expanded scope of jurisdiction</b>The exclusive jurisdiction of the IHF bodies now extends beyond players, officials and national federations to <strong>clubs, players' agents and coaches</strong>.</li>
<li><b class="t">Oversight of national federation governance</b>Any amendment to a national federation's statutes must be submitted for approval to both the IHF and the relevant continental confederation before it is put to that federation's general assembly. An elective assembly must be notified to the IHF in advance, and its results must be reported together with the required documentation — including the minutes of the assembly, confirmation from the National Olympic Committee and the list of board members. The IHF may appoint an observer to report on the conduct of the assembly to the Head Office.</li>
<li><b class="t">Definition of “exceptional circumstances”</b>The IHF's power to install a provisional committee in a national federation remains in place, but this edition enumerates its instances for the first time: where the lawfulness of an election is contested and the National Olympic Committee refuses to recognise the results on grounds the IHF accepts; where a majority or all of the board members resign without timely replacement; where the elective assembly fails to reach a quorum in the absence of internal rules; and where a majority or all of the board members are sentenced to imprisonment or banned from handball activities by a court or arbitral body.</li>
<li><b class="t">Expulsion from membership and suspension</b>Expulsion from membership is now effected <strong>at the request of the Council</strong> and follows “serious and/or repeated” violations. The Council's power of immediate suspension is limited to national federations, and a suspension must be put to a vote at the next Congress; the Council may also refer a stakeholder's case to the Ethics Commission.</li>
<li><b class="t">Electronic meetings</b>Any IHF organ may hold meetings and take decisions remotely — by telephone, video or any other suitable electronic means.</li>
<li><b class="t">Manipulation of results and betting</b>All stakeholders are required to comply with the rules on the manipulation of results, collusion and betting as set out in the ethics regulations.</li>
<li><b class="t">Rules of the Game and wheelchair handball</b>The Rules of the Game for wheelchair handball, in both six-a-side and four-a-side formats, have been added to the list of regulations, and the Beach Handball and Wheelchair Handball Working Groups, alongside the Playing Rules and Referees Commission, may approve the trial application of amended rules. Changes published on 1 March may be applied in IHF competitions before their general entry into force on 1 July.</li>
<li><b class="t">Commercial rights</b>In the list of events in which the IHF is the original owner of the rights, <strong>electronic sports</strong> has taken the place of beach handball competitions.</li>

<h2>Who these changes matter to</h2>
<p>The most significant practical effect is the change of the final appellate forum. A dispute that previously went to CAS once the internal stages were exhausted is now heard — except in doping matters and Olympic events — by the Handball Court of Arbitration in Basel; the procedure, the time limits and the foreseeable costs of a case therefore change.</p><p>For national federations, the new obligations to give notice of elective assemblies and to submit statutory amendments for prior approval are duties whose breach can lead to IHF intervention; and the list of “exceptional circumstances” is the first clear criterion for assessing such intervention.</p>

<h2>What the Constitution determines</h2>
<p>The Constitution stands at the apex of the UCI's regulations: the membership of national federations and their rights and obligations, the continental confederations, the Congress, the Management Committee, the commissions and the adjudicatory bodies. The seventeen numbered parts of the regulations are drafted within the framework of this instrument and refer back to its articles.</p>

<h2>Key changes in this edition<span class="reg-tag">Changes from the edition of 27 September 2019</span></h2>
<ol class="reg-tl">
<li><b class="t">Gender quota among Congress delegates</b>Each voting delegation from a continental confederation must include <strong>at least 25 per cent of each gender</strong>, that percentage being rounded up to the next whole number. The same rule governs substitute delegates, and the order of substitution must first ensure <strong>that the same 25 per cent is maintained</strong> and only then follow the order of election.</li>
<li><b class="t">Quota in the list of candidates</b>Continental confederations are required, when putting forward candidates, to submit a list with a mixed gender composition — at least three candidates of each gender for the larger confederations, and at least one candidate of each gender for the others.</li>
<li><b class="t">A vice-president of each gender</b>The Management Committee must elect <strong>at least one vice-president of each gender</strong>.</li>
<li><b class="t">Obligation on national federations</b>National federations are required to ensure <strong>the appropriate representation of each gender on their executive board</strong> — a provision that bears directly on the composition of the boards of member federations.</li>
<li><b class="t">Strengthened position of the Ethics Commission</b>References to the Ethics Commission in the text of the Constitution have risen from 12 to 18; an indication of the expanded role of that commission within the governance structure.</li>
<li><b class="t">Renumbering of articles</b>The addition of new paragraphs to article 8 has shifted the numbering sequence; when citing articles of the Constitution, the edition relied upon must be identified.</li>
<li><b class="t">Enactment article</b>Article 87, which did not exist in the previous edition, states that the Constitution was adopted at the <strong>Kigali</strong> Congress on 25 September 2025 and entered into force on that same day.</li>

<p>Paragraph (T) of Article 78 of the Seventh Development Plan Act mandates the development of the sport economy and the encouragement of non-governmental sponsors; these regulations are the mechanism for implementing that paragraph. Their subject matter is to determine the route and the conditions under which the private sector may benefit from the support measures provided for in sport.</p>

<p class="law-p">Article 1 — In these regulations, the following terms have the meanings set out below:</p>
<p class="law-p">1 — The Act: the Seventh Five-Year Development Plan Act of the Islamic Republic of Iran, adopted in 2024.</p>
<p class="law-p">2 — The Organisation: the Plan and Budget Organisation of the country.</p>
<p class="law-p">3 — Covered persons: non-governmental natural or legal persons.</p>
<p class="law-p">4 — Tax credit: the amount deductible from the finally assessed performance tax of covered persons, in respect of the year in which the expenditure is made or subsequent years.</p>
<p class="law-p">Article 2 — One hundred per cent (100%) of the cash and non-cash expenditure of persons covered by these regulations for the purpose of assisting in the realisation of the programmes of the Ministry of Sport and Youth, the National Olympic and Paralympic Committees and the sports federations, with a view to the quantitative and qualitative development of construction infrastructure and the holding of and participation in national and international sporting events, solely in respect of current appropriations (with the exception of chapters 1 and 6) and appropriations for the acquisition of capital assets set out in the annual budget acts, shall, upon notification by the Ministry of Sport and Youth and confirmation by the Organisation and in compliance with the provisions of these regulations, be treated as a tax credit of the said persons.</p>
<p class="law-p">Article 3 — The Ministry of Sport and Youth is required to publish on its official information portal, by the end of Farvardin each year, the list of expenditure headings and capital-asset acquisition projects covered by these regulations that have been confirmed by the Organisation.</p>
<p class="law-p">Article 4 — The tax credit is deductible each year up to a ceiling of one per cent (1%) of the finally assessed income tax of the said persons, on a collective-expenditure basis and after being entered into account with the Treasury General of the country.</p>
<p class="law-p">Article 5 — The tax credit shall not be subject to the prompt-payment award under Article (190) or to the compensation and refund under Article (242) of the Direct Taxation Act adopted in 1987 as subsequently amended, nor to set-off against debts of years prior to the entry into force of the Act.</p>
<p class="law-p">Article 6 — Expenditure which, in implementation of these regulations, is deducted as a tax credit from the finally assessed tax of the year in which the expenditure is made or of subsequent years (at the latest until the end of the period of implementation of the Act), shall not again be accepted as tax-deductible expenditure.</p>
<p class="law-p">Article 7 — The Organisation is required to provide the Iranian National Tax Administration with the total confirmed expenditure of covered persons in each financial year, at the latest two months after the end of each year. The said administration is required to verify the expenditure declared by covered persons by examining valid expenditure documents within the framework of the relevant regulations, and to treat the final amount of expenditure as a tax credit in compliance with the provisions of these regulations. In the event of a false declaration regarding the expenditure incurred (as determined by the Iranian National Tax Administration), the covered persons shall be deprived of the tax credit, and the said administration is obliged to claim the tax credit granted together with the applicable legal penalties.</p>
<p class="law-p">Article 8 — The Organisation is required to provide for the collective-expenditure budget line covered by these regulations and to determine its ceiling within the annual budget, and to record an amount equal to the tax credit granted under these regulations in each year as performance of the Iranian National Tax Administration.</p>

Executive regulation on sport economy under the Seventh Development Plan — 2025

<p class="reg-lead">The current edition of the Constitution of United World Wrestling, adopted by the Extraordinary Congress of 24 June 2024; the threshold for an "international competition" rose from more than three countries to more than five, the Bureau was redesigned to eighteen elected members with six vice-presidents, and seats reserved for women are no longer transferred to men.</p>

<h2>What is the Constitution of United World Wrestling?</h2>
<p>The Constitution of United World Wrestling (UWW) is the federation's foundational instrument: it establishes its name, purpose and seat, enumerates the wrestling styles under its governance, sets out the conditions of membership for national federations together with their rights and obligations, and organises the federation's organs — the Congress, the Bureau, the President, the continental councils and the commissions — with the powers of each. The federation's seat is in Switzerland, and the remaining wrestling regulations, from the disciplinary procedure to the financial and licensing rules, are all enacted on the basis of powers defined by this instrument.</p>

<h2>About the June 2024 edition<span class="reg-tag">Changes from October 2021</span></h2>
<h3>Key changes from the previous edition</h3>
<ol class="reg-tl">
<li><b class="t">The "international competition" threshold: from three countries to five</b>The most significant practical change for wrestlers and clubs. An international competition is now a competition in which <strong>more than five countries</strong> take part; previously more than three sufficed. Because the requirement to hold a federation licence is tied to this same definition, the range of events for which a licence is required to participate has narrowed.</li>
<li><b class="t">Redesign of the Bureau</b>The former composition — the President, five vice-presidents and thirteen elected members — has been replaced by <strong>eighteen elected members, six of whom are vice-presidents</strong>. The vice-presidents are chosen from among those same members by the Bureau itself.</li>
<li><b class="t">Strengthened quota for women</b>The elected members of the Bureau must include <strong>at least five women</strong> (including those women who become vice-presidents), and <strong>at least two vice-presidents must be women</strong>. In the 2021 edition these figures were three seats and one vice-president.</li>
<li><b class="t">Seats reserved for women no longer pass to men</b>The former rule provided that, if there were not enough female candidates, the seats reserved for women would be opened to male candidates. That rule has been removed, and such seats now <strong>remain vacant</strong>, to be filled by a female candidate at the next election.</li>
<li><b class="t">Rewritten electoral procedure</b>Elections are held by <strong>secret ballot</strong>, and each voter has as many votes as there are vacant seats. Candidates who meet the conditions — including nationality and gender — and who receive the most votes are declared elected. In the event of a tie, the sitting member of the Bureau takes precedence and, failing that, the oldest candidate; and if the number of candidates equals the number of seats, they are elected without a ballot.</li>
<li><b class="t">Pace of seat renewal</b>Instead of "one third of the seats every two years", <strong>six seats</strong> are now put to election <strong>at each biennial Congress</strong>. In addition, where a seat falls vacant <strong>for any reason</strong>, a successor is elected at the following Congress; previously a vacancy arising from a member reaching the age limit was excluded from this rule.</li>
<li><b class="t">Vacancy in the office of vice-president</b>If a person's membership of the Bureau ends before the end of their term as vice-president, the <strong>Bureau shall, at its next meeting</strong>, choose a new vice-president for the remainder of that term.</li>
<li><b class="t">Transitional provisions until 2030</b>For the transition to the new structure, it was provided that the seventh and, if necessary, the eighth seat should go <strong>to women only</strong>, and that the term of the woman receiving the fewest votes should be <strong>four years</strong> rather than six. Candidatures for the 2024 elections were accepted up to two months beforehand, but <strong>from 2026 the three-month deadline is applied strictly</strong>, and at the 2028 and 2030 Congresses six members are elected and the minimum of five women will be observed without any relaxation.</li>

<p>The Wrestling Federation of the Islamic Republic of Iran is an affiliated member, and its rights and obligations — from the right to vote at Congress to the conditions for suspension and expulsion — are defined in this instrument. For sports lawyers, the constitution is the starting point for any case concerning the competence of UWW's organs: before relying on the disciplinary procedure or the rules on change of nationality, one must establish from which article of the constitution the organ in question derives its power. <h2>What are the FIFA Statutes?</h2>
<p>The FIFA Statutes are the constitutive document of the federation: they determine FIFA's legal nature and seat, its objectives, the conditions of membership of national federations and their rights and obligations, the position of the confederations, the structure of the bodies (Congress, Council, general secretary, standing committees and judicial bodies), and the dispute resolution mechanism, including referral to the Court of Arbitration for Sport. The Regulations Governing the Application of the Statutes and the Standing Orders of the Congress are published in the same document.</p>

<h2>About the May 2024 edition<span class="reg-tag">Changes from May 2022</span></h2>
<p>Under article 68 (Enforcement), these Statutes were adopted at the <strong>Congress of 17 May 2024</strong> and came into force <strong>sixty (60) days after the close of that Congress</strong>. The number of articles of the Statutes was reduced from <strong>75 to 68</strong> and the titles of the document from fifteen to fourteen.</p>

<li><b class="t">Complete redesign of the system of standing committees — from 7 to 15 committees</b>The list of standing committees was entirely rewritten. The previous list comprised seven committees (Finance, Development, FIFA Competitions, Football Stakeholders, Member Associations, Referees, Medical). The new list has <strong>fifteen committees</strong>: Finance, Development, <strong>Men's National Team Competitions</strong>, <strong>Women's National Team Competitions</strong>, <strong>Men's Club Competitions</strong>, <strong>Women's Club Competitions</strong>, Olympic Football, Youth Boys' Competitions, Youth Girls' Competitions, Futsal, Beach Soccer, <strong>Men's Football Stakeholders</strong>, <strong>Women's Football Stakeholders</strong>, Member Associations, and Referees.</li>
<li><b class="t">Removal of the Medical Committee and the competitions organising committee from the list of standing committees</b>The "FIFA Competitions Committee" was replaced by a set of specialised competition committees, and the "Medical Committee" was removed from the list of standing committees.</li>
<li><b class="t">Separation of the committee structure by gender</b>For the first time, the competitions and stakeholders committees were constituted <strong>separately for men's and women's football</strong> — a structural change in the position of women's football in FIFA governance.</li>
<li><b class="t">Consolidation and renumbering of articles</b>With the merger of articles, the numbering of the whole document changed; for example, the "Football Tribunal" moved to article 48, the "Court of Arbitration for Sport" to article 49, and the enforcement article from 75 to <strong>68</strong>. When citing articles of the Statutes, attention to the year of the edition is essential.</li>

<h2>Who this document matters to</h2>
<p>The Football Federation of the Islamic Republic of Iran is bound to observe the principles of this document in drawing up its own statutes; independence from third-party interference, the holding of free and periodic elections, and the requirement to have recourse to the Court of Arbitration for Sport rather than to national courts all derive from it. For sports lawyers, the Statutes are also the basis for establishing the competence of FIFA's bodies and the legitimacy of their decisions.</p>

<h2>What this regulation determines</h2>
<p>The instrument was drawn up in implementation of the slogan of the year and the policies supporting knowledge-based production, and determines the framework for cooperation between government bodies for the development of the sports economy. The range of its addressees shows that the subject matter is not purely sporting: the Ministry of Sport and Youth alongside the Ministries of Industry, Mine and Trade, of Economic Affairs and Finance, of Cooperatives, Labour and Social Welfare, of Culture and Islamic Guidance, of Education and of Foreign Affairs, the Plan and Budget Organisation, the Vice-Presidency for Science and Technology, the national broadcaster, the Central Bank, the Innovation and Prosperity Fund, and the Chamber of Commerce.</p>

<p>The forms of support envisaged in regulations of this kind — facilities, exemptions, priority in transfers of assets and export support — can in practice be claimed only upon satisfaction of the conditions and through the channels laid down in this text.</p>
<p>For companies manufacturing sports equipment and for start-ups in the sports sector, this instrument is the starting point of any assessment: which body is responsible, what conditions are required, and where an application begins.</p>

<p class="law-p">The Council of Ministers, at its session of 5 March 2023, on the proposal No. 100/1682/S/1401 dated 15 December 2022 of the Ministry of Sport and Youth, and pursuant to Article 138 of the Constitution of the Islamic Republic of Iran, adopted the Regulation on supporting knowledge-based production and employment generation in the field of sport and youth as follows:</p>
<p class="law-p">Regulation on supporting knowledge-based production and employment generation in the field of sport and youth</p>
<h3 class="law-art" id="m-1"><a class="law-anchor" href="#m-1" aria-label="Link to Article 1">#</a><span class="law-num">Article 1</span></h3>
<p class="law-p">In this Regulation, the following terms have the meanings set out below:</p>
<p class="law-p">1. Ministry: the Ministry of Sport and Youth.</p>
<p class="law-p">2. Vice-Presidency: the Vice-Presidency for Science, Technology and the Knowledge-Based Economy of the President.</p>
<p class="law-p">3. Knowledge-based companies: companies falling within the scope of the Law on Support for Knowledge-Based Companies and Institutions and the Commercialisation of Innovations and Inventions — adopted in 2010 — and its subsequent amendments.</p>
<p class="law-p">4. Technology units: research, technology, engineering and production units located in parks and incubators holding a permit from the relevant authorities.</p>
<p class="law-p">5. Knowledge-based products: goods and services listed in the list of knowledge-based goods and services under the Law on Support for Knowledge-Based Companies and Institutions and the Commercialisation of Innovations and Inventions — adopted in 2010 — and its subsequent amendments.</p>
<p class="law-p">6. Technology event: an event held for the purpose of presenting technological needs, identifying the relevant solutions and developing technological and commercial cooperation between organisations, institutions, knowledge-based companies and technology units connected with the field of sport and youth.</p>
<h3 class="law-art" id="m-2"><a class="law-anchor" href="#m-2" aria-label="Link to Article 2">#</a><span class="law-num">Article 2</span></h3>
<p class="law-p">The Ministry is required, in cooperation with the Vice-Presidency and the Ministry of Cooperatives, Labour and Social Welfare, to design and implement capacity-building programmes for knowledge-based companies and technology units in the field of sport and youth, to hold skills-training and employability courses based on knowledge-based services and products, and to hold knowledge-enhancement workshops for non-governmental organisations active in the field of sport and youth and for other stakeholders in this field.</p>
<h3 class="law-art" id="m-3"><a class="law-anchor" href="#m-3" aria-label="Link to Article 3">#</a><span class="law-num">Article 3</span></h3>
<p class="law-p">The Ministry is required, in cooperation with the Vice-Presidency and drawing on the capacity of the National Olympic and Paralympic Committee and the sports federations, to identify and present technological needs in the field of sport and youth, to support the production of related knowledge-based products and services by domestic knowledge-based companies and technology units, and to hold national, regional and provincial technology events.</p>
<h3 class="law-art" id="m-4"><a class="law-anchor" href="#m-4" aria-label="Link to Article 4">#</a><span class="law-num">Article 4</span></h3>
<p class="law-p">The Ministry is required, in cooperation with the Ministries of Industry, Mine and Trade, of Economic Affairs and Finance and of Cooperatives, Labour and Social Welfare and with the Innovation and Prosperity Fund, and in compliance with the applicable laws and regulations, with the aim of reducing dependence on imports, to identify imported sports products and to support knowledge-based companies and technology units in producing those products.</p>
<p class="law-p">Note 1. The Ministry is required, with the aim of developing the sports industry, to procure annually at least ten percentage points (10%) of the imported knowledge-based sports products required by its subordinate and related units which have no domestic equivalent, in compliance with the applicable laws and regulations, through domestic knowledge-based companies and technology units.</p>
<p class="law-p">Note 2. For the purpose of implementing this Article, the Ministry shall, where necessary, amend the relevant instructions and propose amendments to the relevant regulations to the competent authorities.</p>
<p class="law-p">Note 3. The Ministry is required, in cooperation with the Vice-Presidency, to establish priorities for the manufacture of knowledge-based sports products and products incorporating new technologies.</p>
<h3 class="law-art" id="m-5"><a class="law-anchor" href="#m-5" aria-label="Link to Article 5">#</a><span class="law-num">Article 5</span></h3>
<p class="law-p">With a view to fostering a culture of skills training and employability among young people, the Ministry is required, in cooperation with the Ministries of Culture and Islamic Guidance and of Cooperatives, Labour and Social Welfare and with Islamic Republic of Iran Broadcasting, to support the production of content in the fields of skills training, employability, business, and familiarity with knowledge-based companies and technology units in the field of sport and youth.</p>
<h3 class="law-art" id="m-6"><a class="law-anchor" href="#m-6" aria-label="Link to Article 6">#</a><span class="law-num">Article 6</span></h3>
<p class="law-p">With the aim of securing a place in international chains, increasing the market volume of production and developing exports in the field of sport, the Ministry is required, in cooperation with the Ministry of Industry, Mine and Trade, the Central Bank of the Islamic Republic of Iran, the Ministry of Foreign Affairs, the Vice-Presidency, the Iran Chamber of Commerce, Industries, Mines and Agriculture and other executive bodies as the case may be, to support, create the groundwork for and develop the export of knowledge-based sports products to neighbouring and target countries, and likewise to support private-sector investment in selected products and driver chains in those countries.</p>
<h3 class="law-art" id="m-7"><a class="law-anchor" href="#m-7" aria-label="Link to Article 7">#</a><span class="law-num">Article 7</span></h3>
<p class="law-p">The Ministry is required to make use of the capacity of the services of knowledge-based companies and of youth non-governmental organisations and popular associations for the purpose of equipping and launching rural sports houses and training the specialist personnel required in the field of sport and physical activity.</p>
<h3 class="law-art" id="m-8"><a class="law-anchor" href="#m-8" aria-label="Link to Article 8">#</a><span class="law-num">Article 8</span></h3>
<p class="law-p">The Ministry is required, before the end of the year, to send the following year's programmes together with a performance report for the past year concerning support for knowledge-based companies and technology units active in the field of sport and youth, in compliance with the executive regulation of paragraph (b) of Article (1) of the Law on the Leap in Knowledge-Based Production, being the subject of approval No. 160716/T60029H dated 23 November 2022, to the Steering Council for Knowledge-Based Technologies and Products for approval.</p>
<h3 class="law-art" id="m-9"><a class="law-anchor" href="#m-9" aria-label="Link to Article 9">#</a><span class="law-num">Article 9</span></h3>
<p class="law-p">The Ministry is required, in compliance with paragraph (b) of Article (1) of the Law on the Leap in Knowledge-Based Production — adopted in 2022 — and with the aim of completing and developing the said value chains, facilitating investment and enhancing the technological and production capabilities for strategic items inside the country, to support the domestic production of installations, systems, networks and imported knowledge-based products related to the field of sport and youth, with priority for the various types of artificial turf, hall flooring, sports balls, bicycles, sports sticks and video assistant referee (VAR) technology.</p>
<h3 class="law-art" id="m-10"><a class="law-anchor" href="#m-10" aria-label="Link to Article 10">#</a><span class="law-num">Article 10</span></h3>
<p class="law-p">The Ministry is required, in cooperation with the Vice-Presidency and with the participation and investment of the non-governmental sector, and with the aim of improving the quality of domestically produced knowledge-based products in the field of sport and youth, to take the following measures:</p>
<p class="law-p">1. Providing evaluation and testing services for domestically manufactured products and services and assisting in obtaining international standards for knowledge-based products and services in the field of sport and youth.</p>
<p class="law-p">2. Supporting the establishment and launch of at least three evaluation laboratories, with priority for doping testing, product certification and research and development.</p>
<p class="law-p">Note. The Vice-Presidency is obliged to treat the cost of launching the laboratories under this Article as a tax credit, in accordance with the Law on the Knowledge-Based Leap — adopted in 2022 — and the relevant laws and regulations.</p>
<h3 class="law-art" id="m-11"><a class="law-anchor" href="#m-11" aria-label="Link to Article 11">#</a><span class="law-num">Article 11</span></h3>
<p class="law-p">The Ministry is required, in cooperation with the Vice-Presidency, to support businesses active in the field of soft technologies related to the Ministry's areas of activity, with priority for sports law, sports advertising and marketing, related cultural and social matters, and the enhancement of knowledge-based governance.</p>
<h3 class="law-art" id="m-12"><a class="law-anchor" href="#m-12" aria-label="Link to Article 12">#</a><span class="law-num">Article 12</span></h3>
<p class="law-p">The Ministry of Education is required, in cooperation with the Ministry and the Vice-Presidency, to take the following measures:</p>
<p class="law-p">1. To design and put in place, within two years, a system for identifying sporting talent from kindergarten and primary school onwards.</p>
<p class="law-p">2. To support the establishment of schools and technical colleges connected with knowledge-based products and services in the field of sport and youth, on the basis of the spatial planning agreed between the aforementioned ministries and in compliance with the relevant laws and regulations.</p>
<p class="law-p">Note. The Ministry is required to nominate world medallists and sporting elites for admission to the relevant technical colleges and schools.</p>
<h3 class="law-art" id="m-13"><a class="law-anchor" href="#m-13" aria-label="Link to Article 13">#</a><span class="law-num">Article 13</span></h3>
<p class="law-p">The Ministry is required, in cooperation with the Plan and Budget Organisation of the country, to provide for the credits required for implementation of the Regulation in the annual budget bills, in compliance with the applicable laws and regulations.</p>
