At its sessions of 6 October 2019 and 13 June 2021, on the proposal No. 100/570/S/96 dated 23 July 2017 of the Ministry of Sport and Youth and pursuant to Note (3) of the single article of the Act on the Separation of the National Paralympic Committee from the National Olympic Committee of the Islamic Republic of Iran — approved in 2016 — the Council of Ministers approved the Statutes of the National Olympic Committee of the Islamic Republic of Iran as follows:

Statutes of the National Olympic Committee of the Islamic Republic of Iran

#Article 1

In these Statutes, the following terms are used in the detailed meanings set out below:

1 — International Olympic Committee (IOC): an international, non-profit and non-governmental organisation which assumes the functions, responsibilities and obligations laid down in the Olympic Charter.

2 — Committee: the National Olympic Committee of the Islamic Republic of Iran (NOC), a non-governmental, non-profit public institution with independent legal personality, with an unlimited term of activity, possessing financial independence, free from any racial or political leanings and without any discrimination, which operates within the framework of the provisions of the Olympic Charter and in compliance with the laws and regulations in force in the Islamic Republic of Iran. The legal scope and powers of the Committee cover the entire geographical territory over which the Islamic Republic of Iran exercises sovereignty.

3 — Olympic Charter (OC): the document that brings together the fundamental principles and core values of the Olympic Movement and which, while being regarded as the statutes of the International Olympic Committee, sets out the reciprocal rights and principal obligations as well as the rules of activity of the official organisations active in the field of world sport, including the National Olympic Committees.

4 — International Federation (IF): an independent international organisation which assumes the governance of one or more sports in the world and is recognised by the International Olympic Committee.

5 — Olympic Council of Asia (OCA): an independent, non-governmental organisation which, as the highest sporting authority of the continent, supervises all sporting activities in Asia and is one of the five continental bodies recognised by the International Olympic Committee.

6 — Continental Confederation (CF): an independent, non-governmental organisation which, on behalf of and under the supervision of the international federation of a sport, is responsible for the governance of that sport at continental level, and which is recognised by the relevant international federation and the continental body concerned.

7 — National Sports Federation (NF): a non-governmental public institution which assumes the governance of one or more sports at national level and which, from an international standpoint, is a member of the relevant international federation.

#Article 2

The objectives and missions of the Committee are as follows:

1 — The expansion, promotion and safeguarding of the Olympic Movement, the promotion of peace, the all-round advancement of the human being, the development and enhancement of women's sport, the right to free choice of sports and the encouragement of sporting ethics (in accordance with the resolution of the Supreme Council of the Cultural Revolution), the fight against doping, and responsible attention to environmental matters.

2 — Participation in the Asian Games, the Olympic Games and other games approved by the International Olympic Committee.

#Article 3

The duties and powers of the Committee are as follows:

1 — Implementation of the Olympic Charter and supervision of the implementation of the international rules of sport and other regulations enacted by the International Olympic Committee.

2 — Guidance, direction and expansion of elite sport in the country on the basis of a scientific approach, in particular through creating the conditions for the growth of potential talent and enhancing the intellectual, physical and psychological capacities of athletes.

3 — Expansion of sport for all, in particular through encouraging the general public to engage in sporting activity and to maintain their health.

4 — Adoption of the measures necessary to counter any discrimination, violence and corruption in sport, the expansion and promotion of sporting ethics, and the fight against the phenomenon of doping, with emphasis on the acceptance and implementation of the World Anti-Doping Code and likewise on respect for the role and responsibilities envisaged for the National Olympic Committees in the World Anti-Doping Code, in such a way as to ensure that policies, rules, membership conditions and results management instructions for tests are in conformity with it.

5 — Support for the national sports federations in carrying out their activities, which is undertaken independently and in close cooperation and coordination with the international sports federations to which they belong.

6 — Supervision of the performance of the national sports federations in conformity with the regulations of the international sports federations.

7 — Maintenance and expansion of effective international relations, in particular with the International Olympic Committee,

the Olympic Council of Asia, the international federations, the continental confederations, the National Olympic Committees of other countries and other international organisations approved by the International Olympic Committee which are active in the field of sport.

8 — Formulation and implementation of cultural, artistic, educational and research programmes with a view to placing sport on a scientific footing and improving its human resources, through the establishment and administration of related scientific, cultural and artistic institutions, including the National Olympic Academy and the Olympic Museum.

9 — Support and assistance for the offices and secretariats of the international federations, continental confederations and other international sports bodies and federations recognised by the International Olympic Committee which are established in the country, as well as support for the duly qualified representatives of the Islamic Republic of Iran with a view to obtaining and retaining official sporting seats at international level.

10 — Assistance in raising the quantitative and qualitative level of women's sport in all its dimensions in the country.

11 — Support for public and popular organisations active in the field of sport in the country, in particular sports clubs, university, school and armed forces teams, to the extent of the Committee's resources and means.

12 — Selection and nomination of cities applying to host the Olympic Games and other events recognised by the International Olympic Committee, from among the cities of the country. The Committee enjoys an exclusive right in this regard.

13 — Establishment and administration of companies and economic enterprises related to the Committee's field of activity, in compliance with the relevant laws and the general policies of Article Forty-four (44) of the Constitution, where necessary with a view to assisting in generating revenue for the Committee, and likewise the conclusion of contracts with sponsors, provided that the revenue obtained is used exclusively for carrying out the mission, fulfilling the role, and realising the objectives and duties, as well as the activities, for which the Committee has been established in accordance with the provisions of the Olympic Charter and these Statutes.

14 — Cooperation and sound relations with governmental and non-governmental organisations which can assist the Committee in attaining its objectives and performing its duties. At the same time, such cooperation must not take a form that conflicts with the provisions of the Olympic Charter or that leads to any interference on the part of those organisations.

15 — Resistance to and non-acceptance of any political, legal, religious, social or economic pressure and gender discrimination, as well as any request or exercise of influence by natural or legal persons, organisations and governmental or non-governmental groups which conflicts with the international rules of sport and the provisions of the Olympic Charter. Under all circumstances, the Committee must preserve its independence.

16 — Compilation, authorship, translation and publication of sporting, cultural, artistic, scientific and news books, periodicals and articles related to the objectives and duties of the Committee, and likewise the creation of the necessary databases.

17 — Implementation of special programmes to commemorate Olympic Day or Olympic Week.

18 — Preparation of the flag, emblem and anthem of the Committee, which must, after approval by the Executive Board of the Committee, be endorsed by the International Olympic Committee.

19 — Participation in the programmes of, and benefit from the support of, Olympic Solidarity of the International Olympic Committee, with a view to the better realisation of the missions and duties of the Committee.

Note — Apart from the mission, role, objectives and duties deriving from the Olympic Charter, which must be carried out entirely by the Committee and under its exclusive authority and responsibility, the Committee may, with the approval of the Executive Board and the endorsement of the General Assembly, delegate the performance of part of its other duties to other sports bodies and organisations in the country.

#Article 4

The organs of the Committee are as follows:

1 — The General Assembly.

2 — The Executive Board.

3 — The President.

4 — The auditor (statutory inspector).

#Article 5

The composition of the General Assembly is as follows:

1 — Every qualified Iranian who holds membership of the International Olympic Committee.

2 — Six persons from among active or retired champions no more than three editions of the Olympic Games having elapsed since their last participation, at least two of whom shall be chosen from among women. These champions are chosen by the Athletes' Commission within the framework of the instructions of the International Olympic Committee, having regard to two principal criteria: the level of the titles obtained and their ethical qualities.

3 — The president, and in the president's absence the member representative elected by the board of directors, of each national federation belonging to an international federation whose sport or sports fall within the programme of the Olympic Games on the basis of the latest decisions of the International Olympic Committee. The list of the names of these federations is as set out in Annex No. (1), certified by the seal of the Office of the Council of Ministers.

4 — The president, and in the president's absence the member representative elected by the board of directors, of each national federation belonging to an international federation whose sport or sports fall within the programme of the Asian Games on the basis of the latest decisions of the Olympic Council of Asia. The list of the names of these federations is as set out in Annex No. (2), certified by the seal of the Office of the Council of Ministers.

Note — At the time of the holding of an ordinary or extraordinary assembly of the Committee, any sports federation whose sport is at that time within the programme of the Asian Games shall be deemed a member of the Assembly.

5 — The president, and in the president's absence the member representative elected by the board of directors, of each national federation belonging to an international federation whose sport or sports are rooted in the rich Iranian culture. The list of the names of these federations is as set out in Annex No. (3), certified by the seal of the Office of the Council of Ministers.

6 — The members of the presiding board of the Executive Board of the Committee.

7 — Two representatives (one woman and one man) from among coaches or referees who have taken part in the Olympic Games, chosen by the Executive Board.

8 — The presidents of the organisations and federations which cover several sports approved by the Committee, and likewise the officials or representatives of the country's sports organisations and bodies which are committed to enhancing the effectiveness of the Committee or which render significant services towards the attainment of the objectives of sport and the Olympic Movement, as follows:

(a) The Minister of Sport and Youth.

(b) Five expert specialists in matters relating to the Olympic Games, on the proposal of the President and with the approval of the Executive Board, at least two of whom shall be from among women and one from among experts in the field of school sport (having regard to the importance of the Youth Olympic Games). The selection of these experts shall be carried out on the basis of instructions approved by the Committee.

(c) The President of the National Olympic Academy.

(d) The President of the National Paralympic Committee.

(e) The President of the Sports Medicine Federation.

(f) The President of the Sport for All Federation.

(g) The President of the School Sport Federation.

(h) The President of the Workers' Sport Federation.

(i) The President of the University Sports Federation.

(j) The President of the Islamic Federation of Women's Sport.

(k) Two representatives of sports clubs active in Olympic sports, on the proposal of the national union of clubs and with the endorsement of the Executive Board. Should that union not be constituted, the selection of the clubs' representatives shall be carried out by the Executive Board of the Committee.

(l) The official responsible for armed forces sport, on the introduction of the Minister of Defence and Armed Forces Logistics.

Note 1 — In the absence of the presidents of the federations referred to in paragraphs (3), (4) and (5), the board of directors of the federation may, by way of exception, introduce as its representative another member elected by the board of directors of the federation who was elected at the general assembly of the national sports federation at the prescribed time and under the prescribed conditions.

Note 2 — The federations belonging to international federations whose sport is within the programme of the Olympic Games (referred to in paragraph (3) of this Article), together with the Iranian members of the International Olympic Committee and the Olympic champions who are members of the Assembly (referred to in paragraphs (1) and (2) of this Article), must at all times constitute the majority of the votes of the Assembly. It shall be necessary to make changes to the list of the federations referred to in paragraph (3) of this Article on the basis of the latest changes set out in the directory of the International Olympic Committee, and likewise to make changes to the federations referred to in paragraph (4) of this Article on the basis of the latest official decisions of the Olympic Council of Asia; such matters shall be effected following examination and endorsement by the Executive Board.

Note 3 — No member expelled by the International Olympic Committee may hold membership of the Assembly of the Committee.

Note 4 — All members of the Assembly, meeting the condition of trustworthiness and integrity, must hold Iranian nationality exclusively.

Note 5 — Governmental and public authorities and bodies may not designate any of the members of the Assembly of the Committee. At the same time, the Assembly of the Committee may, at its own discretion and in compliance with the provisions of the Olympic Charter, admit representatives from among those authorities to membership at its discretion.

Note 6 — New applicants for membership of the Assembly must submit their application for membership of the Assembly to the Executive Board. The Executive Board shall, after a preliminary examination and where all the necessary preconditions are met, submit this application to the next forthcoming session of the General Assembly for decision. The applicant must also be informed of the decision of the General Assembly.

Note 7 — The membership of any member may terminate for the following reasons:

1 — In relation to a federation or sports body:

(a) Dissolution or declaration of bankruptcy.

(b) Expiry of membership where the member does not meet the membership conditions under the criteria set out in these Statutes.

2 — In relation to natural persons:

(a) Death, resignation, or loss of the position by virtue of which the person was recognised as a member of the Assembly.

(b) Deprivation of social rights by decision of the competent judicial authorities.

Note 8 — Where a member of the Assembly fails in the performance of the duties and matters entrusted to them, or breaches the provisions of these Statutes, the Olympic Charter or the ethical rules of the International Olympic Committee, in such a way as to harm the interests, reputation and standing of the Committee, or does not respect and does not implement the decisions of the organs of the Committee, or is unable to bring themselves into conformity with the membership conditions in line with these Statutes, the following measures and disqualifications shall apply to them, having regard to the level of importance of the facts and the extent of the harm and damage caused:

1 — Warning

2 — Suspension of membership for a maximum period of one year

3 — Expulsion

Note 9 — The Ethics Commission of the Committee shall, after following the prescribed procedure and affording a reasonable opportunity for the explanations of the member concerned to be heard, examine the matter and submit its proposal to the competent authorities of the Committee for decision. Any decision on a warning shall be taken by the Executive Board, a report of which shall be presented at the next session of the General Assembly. Any decision leading to the suspension or expulsion of a member must be taken by the General Assembly.

Note 10 — The Committee must not recognise more than one national federation for each sport belonging to the relevant international federation. In addition, a national federation shall be recognised by the Committee and admitted as a member only if it conducts a specific, genuine and continuous sporting activity, has become a member of an international federation approved by the International Olympic Committee, and complies with the principles of the Olympic Charter and the rules of the international federation governing the relevant technical regulations.

Note 11 — The registration information of members must be recorded and regularly updated under the responsibility of the Secretary General. These records must in particular include information such as the name and address of the member, the date of membership, the type of membership and the status of membership.

#Article 6

The duties and powers of the General Assembly as the highest decision-making organ of the Committee are as follows:

1 — Examination, evaluation and verification of the annual performance report of the Committee, which is presented to the Assembly by the President following approval by the Executive Board.

2 — Examination and approval of the audited reports and financial statements of the Committee, which are presented to the Assembly by the Treasurer and the statutory inspector and following endorsement by the Executive Board.

3 — Examination and endorsement of the general outline of the operational plan and annual budget of the Committee, which are drawn up by the Executive Board.

4 — Decision on the admission to membership, suspension or expulsion of any of the members of the Assembly of the Committee.

5 — Examination and endorsement of the proposals submitted by the Executive Board concerning changes to the articles of the Statutes, for submission to the Council of Ministers.

6 — Examination of and decision on the proposals and plans submitted by the Executive Board.

7 — Election of the members of the Executive Board upon the expiry of the statutory term of office or where certain offices of the Executive Board remain vacant.

8 — Decision on all matters placed on the agenda of the Assembly within the framework of these Statutes.

9 — Examination and approval of all internal regulations of the Committee, including administrative, employment, financial and transactional regulations, in compliance with the relevant laws and regulations.

10 — Examination and approval of the overall and detailed organisational structure of the Committee and of the affiliated institutions and bodies.

Note 1 — The human resources employed in the Committee are subject to the Labour Act.

Note 2 — The instructions on the manner of holding elections (referred to in paragraph (7) of this Article) shall be proposed by the Executive Board and shall be enforceable following the endorsement of the International Olympic Committee and the approval of the General Assembly.

#Article 7

The sessions of the General Assembly are as follows:

1 — Ordinary sessions: held at least once a year. The date of holding and the agenda of the ordinary General Assembly are determined by the Executive Board, having regard to the duties and powers of the Assembly referred to in Article (6) of these Statutes.

2 — Extraordinary sessions: these sessions shall be held with the approval of the Executive Board, or on the written request of at least two-thirds of the members of the Assembly, or at the request of the President of the Committee.

Note 1 — The Assembly shall be chaired by the President of the Committee, and in the President's absence one of the Vice-Presidents shall chair the Assembly.

Note 2 — The notice convening the session of the General Assembly, together with the agenda, shall be sent to the members of the Assembly by registered post at least one month before the Assembly is held.

#Article 8

Ordinary sessions of the Assembly are quorate with the attendance of at least two-thirds of the members of the Assembly, and their resolutions are valid by an absolute majority of the votes (half plus one) of the voting members present at the session.

Note 1 — Should the quorum for the session not be attained at the first meeting, the following session shall be convened again within one month. That session shall be quorate with the attendance of at least half of the voting members. Should the prescribed quorum likewise not be attained at the second meeting, a third session shall be held one month after the second session and shall be quorate with any number of voting participants.

Note 2 — In cases where matters exclusively related to the Olympic Games are on the agenda of the session, only the votes of the members of the Executive Board, together with the presidents of the sports federations whose sport is within the programme of the Olympic Games, plus the Iranian members of the International Olympic Committee and the Olympic champions who are members of the Assembly (referred to in paragraphs (1), (2) and (3) of Article (5) of these Statutes), shall be taken into account.

#Article 9

Extraordinary sessions of the General Assembly are quorate with the attendance of at least two-thirds of the voting members of the Assembly, and the decisions taken therein shall be valid by the votes of two-thirds of the voting members of the Assembly, unless otherwise provided in these Statutes.

#Article 10

Sessions of the General Assembly (ordinary or extraordinary) with the election of the members of the Executive Board on the agenda shall be quorate exclusively with the attendance of at least two-thirds of the total voting members of the Assembly, and their decisions shall be valid by an absolute majority (half plus one) of the votes of the voting members present at the session.

#Article 11

Each member of the Assembly has only one vote.

#Article 12

The President of the Committee is required to communicate the resolutions of the Assembly within one week. The resolutions of the Assembly are binding once communicated by the President of the Committee.

#Article 13

The President and the Secretary General of the Committee are required to draw up the minutes of the Assembly within one week and send them to the Olympic Council of Asia and the International Olympic Committee.

#Article 14

The Executive Board consists of eleven (11) members meeting the condition of trustworthiness and integrity, three (3) of whom are the members of the presiding board (the President and two Vice-Presidents), seven (7) members are the presidents of the national federations whose sport or sports fall within the programme of the Olympic Games, and one is a representative of the athletes introduced by election of the Athletes' Commission.

Note 1 — One of the Vice-Presidents shall necessarily be elected from among the women candidates.

Note 2 — The Treasurer and the Secretary General shall be appointed on the introduction of the President of the Committee and with the endorsement of the Executive Board, and shall attend the sessions of the Executive Board without the right to vote.

Note 3 — The representative of the Athletes' Commission shall be elected within the framework of the instructions of the International Olympic Committee and on the basis of the relevant regulations approved by the International Olympic Committee, and, following endorsement by the General Assembly, shall join the composition of the Executive Board for a period of four years as a voting member.

Note 4 — The presidents of the national federations whose sport or sports fall within the programme of the Olympic Games must at all times hold the majority of the votes on the Executive Board.

Note 5 — Where there is a member or members from the Islamic Republic of Iran on the International Olympic Committee, such persons shall, by virtue of their office and meeting the condition of trustworthiness and integrity, be members of the Executive Board and shall have the right to vote. In that case, the number of members of the Executive Board shall be eleven plus the Iranian members of the International Olympic Committee.

#Article 15

All members of the Executive Board are elected exclusively from among the official voting members of the Assembly of the Committee.

Note 1 — Candidates for all seats on the Executive Board must, in addition to being known for good moral character, have a record of effective management in the field of sport in the country.

Note 2 — Members of the Assembly standing as candidates for the various seats on the Executive Board must, between fifteen days and one month before the electoral assembly, attend the Committee in person to complete the special registration forms and forms declaring readiness to take part in the elections, submit them together with the necessary documents including a biography and a brief employment record, and obtain a receipt. After the expiry of the deadline, no further application shall be accepted. At least seven days before the elections, the secretariat of the Committee shall make available to the voting members of the Assembly the names and brief biographies of all the candidates.

Note 3 — Persons may register for two seats on the Executive Board, but if elected they may hold only one seat. Accordingly, if such candidates succeed in obtaining the votes required for the seat of their first choice at the time of the holding of the elections, they are in practice removed from the list of candidates for the seat of their second choice.

Note 4 — The elections shall be conducted by secret written ballot in the following order:

1 — Election of the President of the Committee.

2 — Election of the Vice-Presidents (simultaneously).

3 — Election of the seven members of the Executive Board (simultaneously).

Note 5 — Should none of the candidates succeed in obtaining an absolute majority of the votes (half plus one) of the members present at the session in the first round of the elections, the person obtaining a relative majority of the votes in the second round of voting shall be the elected candidate of the Assembly. Where the elections for certain seats go to a second round, the candidates holding a relative majority, in a number equal to twice the remaining seats, shall proceed to the second round of the elections.

Note 6 — At electoral assemblies, three members of the Assembly shall be designated by the Assembly as observers to supervise the conduct of the elections. These three persons must not be candidates for the various seats, must be independent and impartial, and must have no interest whatsoever in connection with the elections.

#Article 16

The term of office of all members of the Executive Board is four years from the time of election, and their re-election in subsequent terms is not precluded.

Note 1 — Should any of the members of the Executive Board be unable to attend the sessions for the following reasons, then, if at least two-thirds of the members of the Executive Board approve the holding of elections for the vacant seat(s), the elections shall be placed on the agenda in compliance with all the relevant criteria and in accordance with the provisions of these Statutes. Until such time as fresh elections for the vacant seat(s) are held at the next session of the General Assembly in compliance with all the criteria set out in these Statutes, the Executive Board may, with the approval of two-thirds of the members, arrange for a temporary replacement in respect of the said office(s). In any event, such replacement shall be valid until the end of that same term of the Executive Board:

1 — Death.

2 — Resignation.

3 — Total incapacity or an illness preventing attendance at sessions.

4 — Unjustified absence for more than six months.

Note 2 — Should the provisions of Note (1) of this Article arise in relation to the President of the Committee, the First Vice-President shall assume the performance of the President's duties until a new President is elected.

Note 3 — Candidates who take part in the elections to the Executive Board as representatives of the federations to which they belong shall, upon election, join the composition of the Executive Board as natural-person members and for a four-year term.

#Article 17

The duties and powers of the Executive Board are as follows:

1 — Guidance and direction of all the affairs of the Committee, whether administrative, financial, technical or international.

2 — Examination and approval of the operational plan and annual budget for submission to the Assembly.

3 — Endorsement of the Secretary General and the Treasurer proposed by the President of the Committee.

4 — Endorsement of the officials and headquarters managers of the Committee, including the President of the National Olympic Academy, the head of the National Teams Monitoring Centre, the Director of International Affairs, the Director of Solidarity Affairs, the chairs of the commissions and the chefs de mission of the delegations sent, who are proposed by the President of the Committee.

5 — Endorsement of the country's representatives at international events, meetings and congresses, on the proposal of the President of the Committee.

6 — Cooperation with and support for the national federations and other sports bodies of the country in international forums, and likewise support for and attention to the affairs of the Iranian representatives who are members of the international federations, the Asian confederations and other international sports organisations approved by the International Olympic Committee.

7 — Proposal of the auditor (statutory inspector) for introduction to and approval by the General Assembly.

8 — Submission of the audited performance report for approval by the General Assembly.

Note — The Executive Board may delegate part of its duties to the President, the presiding board or any of its members.

#Article 18

The Executive Board shall hold a session at least once a month. Extraordinary sessions shall be held at the request of the President or at the written request of the majority of the members of the Executive Board.

Note 1 — Sessions shall be quorate with the attendance of the majority of the voting members. Decisions of the Executive Board shall be adopted by obtaining a majority (half plus one) of the voting members present at the session. In the event of a tie at the time of voting, the vote of the President shall prevail.

Note 2 — The President of the Committee, as chair of the Executive Board, shall conduct the sessions. In the President's absence, the sessions shall be conducted by one of the Vice-Presidents.

#Article 19

The service of the President, the members of the Executive Board and the Assembly is honorary and is not treated as employment. The President and the members do not bear executive duties and responsibilities and do not receive remuneration in return for the services rendered; however, the payment of travel, accommodation and other justified expenses incurred in performing the mission entrusted to them, in accordance with the criteria laid down in the financial and transactional regulations of the Committee, is not precluded.

Note 1 — The implementing instructions for this Article shall be approved by the Assembly on the proposal of the Executive Board.

Note 2 — The Secretary General, who bears the executive duties and responsibilities of the Committee, and the Treasurer, who bears the financial and credit duties and responsibilities of the Committee, within the framework of the provisions of these Statutes, hold those posts on a full-time basis and are excluded from the scope of this Article. The salary and benefits for the said posts shall be payable within the framework of the Labour Act.

#Article 20

The duties and powers of the President of the Committee are as follows:

1 — Implementation of the policies, programmes and activities of the Committee and supervision of the performance of all affiliated departments.

2 — Expansion of interaction and joint cooperation between the Committee, the Ministry of Sport and Youth, the federations and all ministries and governmental, public and private bodies.

3 — Continuous planning towards the realisation of the objectives of elite sport within the framework of the Statutes of the Committee.

4 — Continuous provision of information on the performance of the Committee to public opinion, the media and the sporting community.

5 — Expansion of sporting relations with the International Olympic Committee, the Olympic Council of Asia and the National Olympic Committees of other countries with a view to creating new opportunities and obtaining international seats, in coordination with the bodies responsible in the field of foreign policy.

6 — Submission of plans and operational programmes for approval by the Executive Board.

7 — Overall management of and supervision over elite sport events within the framework of the Statutes of the Committee.

8 — Proposal of the Secretary General and the Treasurer to the Executive Board for approval.

9 — Proposal of the President of the National Olympic Academy, the head of the National Teams Monitoring Centre, the chairs of the commissions and the chefs de mission of the delegations to the Executive Board for approval.

10 — Appointment of the managers and officials of the Committee meeting the condition of trustworthiness and integrity, following endorsement by the Executive Board.

#Article 21

The Secretary General is selected on the proposal of the President of the Committee and with the endorsement of the Executive Board. The Secretary General bears the executive duties and responsibilities of the Committee within the framework of the provisions of these Statutes, under the supervision of the President of the Committee. The management of the administrative and executive organisation of the Committee rests with the Secretary General, who exercises close supervision over all the executive affairs of the Committee and has the following duties and powers:

1 — Implementation of the resolutions of the Executive Board.

2 — Management and creation of the necessary coordination between the various departments of the Committee.

3 — Arranging, holding and attending the sessions of the Executive Board and the General Assembly, and likewise sending notices of convocation to the members and drawing up the minutes.

4 — Conduct of the current domestic and foreign correspondence of the Committee.

5 — Preparation of the budget of the Committee in coordination with the President of the Committee and the Treasurer.

6 — Introduction of the representatives of the Committee to all judicial, administrative, registry, legal, financial and banking authorities.

Note 1 — The Secretary General shall be appointed from among experienced persons meeting the condition of trustworthiness and integrity and known for good moral character, having at least ten (10) years of executive or managerial experience in sporting matters, holding at least a bachelor's degree, and familiar with the international field of sport and with the English language.

Note 2 — Where the services of the staff of governmental and non-governmental organisations and bodies are required, arrangements shall be made to employ them in the Committee in compliance with the relevant laws and regulations.

Note 3 — The executive, administrative, financial and support affairs of the staff (personnel) and other related matters in the Committee are subject to the laws and regulations of the Islamic Republic of Iran.

#Article 22

The chef de mission of each sports delegation of the Committee shall be selected at least one and a half years before each event from among experienced and capable sports managers meeting the condition of trustworthiness and integrity, on the proposal of the President and with the approval of the Executive Board, and shall be appointed by decree of the President of the Committee. The chef de mission of each delegation sent to international events shall, while planning and carrying out the necessary coordination with a view to the close follow-up of all matters relating to the dispatch and management of the delegation, bear the following duties:

1 — Planning for the proper provisioning and support of the Committee's delegation.

2 — Selection of the members of the delegation's leadership group from among persons meeting the condition of trustworthiness and integrity and experienced in the field of international sporting delegations, in coordination with the Executive Board.

3 — Holding regular meetings with the relevant officials of the sports federations for the purpose of the coordination necessary for the preparation of the national teams.

4 — Inspecting and visiting the training sessions and the preparation process of the national teams.

5 — Permanent and continuous contact with the organising committee of the games.

6 — Attendance at the meetings of the chefs de mission of the sports delegations in the host country.

7 — Holding regular daily meetings with the heads of the country's national teams during the days of the games.

8 — Carrying out the coordination necessary for the proper management of all the affairs of the delegation sent.

9 — Preparation of a final evaluation report on the performance of the delegation after its return and submission thereof to the President and the National Teams Monitoring Centre for processing and completion and submission to the Executive Board.

#Article 23

After the conclusion of each international sporting event in which the Committee's delegation has taken part, and in particular at the end of each edition of the Olympic and Asian Games, the National Teams Monitoring Centre, in cooperation with the chef de mission of the delegation sent, shall prepare a full report on the manner and quality of the conduct of affairs during the games and on the performance of the champions, coaches and team leaders in each sport, and shall submit it to the President and the Executive Board.

#Article 24

The commissions, as decision-shaping centres, perform the role of advisory working groups for the Executive Board in various specialised fields and, while not having an executive character, assist the President and the Executive Board in taking decisions.

#Article 25

The commissions of the Committee are as follows:

1 — Management and Planning Commission.

2 — International Relations Development Commission.

3 — Resource Development and Marketing Commission.

4 — Athletes' Commission.

5 — Media Commission.

6 — Sports Law Commission.

7 — Coaches' Commission.

8 — Sport for All Commission.

9 — Women and Sport Commission.

10 — Sports Tourism Commission.

11 — Education and Research Commission.

12 — Sports Medicine Commission.

13 — Sport and Environment Commission.

14 — Cultural Commission.

15 — Peace and Sport Commission.

16 — Sports Psychology and Counselling Commission.

17 — Ethics Commission.

Note 1 — The chair of each commission, meeting the condition of trustworthiness and integrity, shall be proposed by the President to the Executive Board and shall be elected for a two-year term. Re-election is not precluded.

Note 2 — Each commission consists of a chair, a secretary and seven (7) to eleven (11) members, who are proposed by the chair of the commission to the President of the Committee and elected for a two-year term. Their re-election is not precluded.

Note 3 — The regulations of the commissions shall be proposed by each commission to the Management and Planning Commission and shall then be sent to the Executive Board for endorsement.

#Article 26

The "National Olympic Academy" is a scientific, educational, research, cultural and artistic centre affiliated to the Committee and has the following duties:

1 — Carrying out all the affairs and activities of the Committee in the educational, research, scientific and cultural fields.

2 — Providing services for the preparation of all elite sport federations, as a training centre for

the national teams.

3 — Management and conduct of all elite performance, medical and psychological tests.

4 — Management and provision of library, archival and documentary services to all

scientific and research centres, researchers and students.

Note — The President of the Academy shall be designated, on the proposal of the President, by the Executive Board for a four-year term from among managers meeting the condition of trustworthiness and integrity and familiar with sporting, scientific and educational matters, holding at least a master's degree and five years' management experience in the field of sport in the country, and shall be appointed by the President of the Committee. Re-election for subsequent terms is not precluded.

#Article 27

The Treasurer of the Committee shall be selected from among the permanent staff meeting the condition of trustworthiness and integrity, on the proposal of the President and with the approval of the Executive Board, and the financial controller of the Committee shall be selected in the manner laid down in Note (2) of Article (31) of the Public Accounting Act — approved in 1987 — and its subsequent amendments; in compliance with the criteria and regulations in force and the relevant regulations and within the framework of the decisions of the Executive Board, they shall arrange for the commitment of the Committee's appropriations, with the approval of the President or the Secretary General, and shall have the following duties and powers:

1 — Supervision of the activities relating to the collection of membership fees and the raising of financial contributions and gifts.

2 — Taking the action and follow-up necessary to collect receivables and secure the Committee's funding, and endeavouring to increase the related revenues.

3 — Close supervision over the proper conduct of the financial and transactional affairs of the Committee and the keeping of the statutory books and current records.

4 — Drawing up the budget and the expenditure of the approved budget in the non-governmental appropriations section in accordance with the regulations in force, in coordination with the President and in compliance with the approved regulations and instructions.

5 — Supervision of all matters relating to the expenditure of the Committee.

6 — Preparation, drawing up and submission of the financial report to the Executive Board and the statutory inspector for presentation to the General Assembly.

Note 1 — The Treasurer shall draw up the balance sheet and the annual report on budget performance in cooperation with the President of the Committee and, following endorsement by the Executive Board, shall present it to the Assembly.

Note 2 — The Executive Board shall, for the purpose of approving the financial operations of the Committee, arrange for the introduction of the auditor (statutory inspector) to the General Assembly. The definitive appointment of the auditor (statutory inspector) so introduced is subject to the endorsement of the General Assembly, and the audit must be carried out in accordance with the relevant international standards.

Note 3 — The Treasurer of the Committee shall work on a full-time basis within the framework of the provisions of these Statutes and shall receive the salary and benefits of the said post on the basis of the criteria and regulations approved by the Council of Ministers.

Note 4 — Financial instruments and documents creating obligations for the Committee are valid with the signature of the President or the Secretary General and the standing signature of the Treasurer, in compliance with the Public Accounting Act and bearing the seal of the Committee.

#Article 28

The auditor (statutory inspector) shall be designated by the Assembly from among the Audit Organisation or the auditing firms that are members of the Iranian Association of Certified Public Accountants, and shall carry out supervision of the financial performance, books, records and documents, revenues, cash and non-cash assets and securities of the Committee, and shall likewise express an opinion on the balance sheet and the settlement of the previous year's budget.

#Article 29

The sources of revenue and the proceeds of the Committee comprise the following:

1 — The budget and appropriations allocated from government assistance within the framework of the laws and regulations in force in the country and in compliance with the criteria of the Olympic Charter.

2 — Financial contributions and gifts from natural and legal persons.

3 — The proceeds of competitions and the hosting of sporting events.

4 — The proceeds obtained from holding Olympic Day or Olympic Week.

5 — The proceeds obtained from the sale of stamps, sporting coins and Olympic insignia, subject to the agreement of the International Olympic Committee.

6 — The revenues obtained from the activity of the economic company affiliated to the Committee.

7 — The revenues obtained from the conclusion of advertising and sponsorship contracts.

8 — Other revenues, with the endorsement of the Executive Board.

#Article 30

All proceeds and revenues of the Committee shall be spent within the framework of the annual budgeting towards attaining the objectives and performing the duties envisaged in these Statutes, and its annual financial balance shall be presented to the General Assembly.

#Article 31

The Committee may be dissolved by decision of three-quarters of the voting members present at an extraordinary General Assembly (where the two-thirds quorum is attained), in compliance with the relevant legal process, provided that the extraordinary General Assembly has been convened specifically for that purpose. In the event of dissolution, all the property and assets of the Committee shall, by decision of the General Assembly and subject to prior consultation and coordination with the International Olympic Committee, be transferred to the legal successor of the Committee (if any) or to organisations or bodies pursuing objectives similar to those of the Committee in the country.
