<h2>What the Ethics Code governs</h2>
<p>This document is <strong>Chapter XV</strong> of the IHF Regulations and determines the conduct expected of officials, federations and other persons bound by it: dignity, integrity, conflicts of interest, confidentiality, good governance and the prevention of the manipulation of results. Proceedings in respect of violations fall to the Ethics Commission, an independent body approved by the Congress.</p>

<h2>Key changes in this edition<span class="reg-tag">Changes from the edition of 1 September 2016</span></h2>
<ol class="reg-tl">
<li><b class="t">In force from 21 December 2025</b>Under Article 14, this Code enters into force on <strong>21 December 2025</strong> and applies to violations committed on or after that date.</li>
<li><b class="t">Appeal to the International Handball Court of Arbitration</b>Decisions of the IHF Arbitration Tribunal may now be appealed to the <strong>International Handball Court of Arbitration (IHCA)</strong> in accordance with Article 23 of the Statutes; previously the route of appeal lay to the Court of Arbitration for Sport. Decisions of the Ethics Commission remain subject to appeal to the IHF Arbitration Tribunal within 21 days of notification.</li>
<li><b class="t">Updated Olympic Movement Code on the Prevention of the Manipulation of Competitions</b>The Olympic Movement Code on the Prevention of the Manipulation of Competitions is annexed to this Code in its <strong>September 2022</strong> version; the version of 8 December 2015 was annexed previously.</li>
<li><b class="t">Power of referral for the Council</b>In addition to the national federation, the continental confederation and the members of the Executive Committee, the <strong>IHF Council</strong> may now also refer a report of a violation to the Ethics Commission in writing.</li>
<li><b class="t">Updated references and annexes</b>The address of the International Olympic Committee's confidential reporting system has changed, and references to the Statutes have been aligned with their new numbering — the Ethics Commission at Article 22, the powers of the Council at Article 14.3.14 and the obligation of national federations to have a code of ethics at Article 8.3. The document's three annexes have also been numbered.</li>

<h2>Who this document matters to</h2>
<p>National federations and continental confederations are required to adopt a code of ethics based on these same principles or to accept this Code by reference. For the officials bound by it, three points are decisive: the limitation period for bringing proceedings, which is 10 years and which does not apply at all in cases of corruption; the list of sanctions, ranging from a warning to a ban from any handball-related activity; and the new route of appeal, which ends in Basel.</p>

<h2>What the Code of Ethics governs</h2>
<p>This document determines the conduct expected of the persons subject to it — from the prohibition of discrimination and the general rules of integrity to conflicts of interest — and alongside that governs the composition and powers of the <strong>Ethics Commission</strong> and the procedure before it. The 2025 Constitution has broadened the role of this Commission.</p>

<h2>Key changes in this edition<span class="reg-tag">Changes from the edition of 3 June 2021</span></h2>
<ol class="reg-tl">
<li><b class="t">Restructuring of the Ethics Commission chapter</b>The articles concerning the Commission's special powers and the handling of conflicts of interest have been restructured, and the document's internal cross-references updated.</li>
<li><b class="t">Procedure for constituting the hearing panel</b>The articles on the constitution of the hearing panel after proceedings have been opened, and on the powers of the President of the Commission, have been rewritten.</li>
<li><b class="t">Link to the new Constitution</b>The document's references have been aligned with the structure of the Constitution; when citing, it should be noted that the 2025 Constitution has itself renumbered the articles.</li>

<h2>Who this document matters to</h2>
<p>Every ethics case in international cycling passes through the Ethics Commission, and this document is the procedure for that adjudication. The conflict-of-interest rules also have direct practical importance for officials of national federations who simultaneously hold other positions.</p>
