What the Code of Ethics governs

This document determines the conduct expected of the persons subject to it — from the prohibition of discrimination and the general rules of integrity to conflicts of interest — and alongside that governs the composition and powers of the Ethics Commission and the procedure before it. The 2025 Constitution has broadened the role of this Commission.

  1. Restructuring of the Ethics Commission chapterThe articles concerning the Commission's special powers and the handling of conflicts of interest have been restructured, and the document's internal cross-references updated.
  2. Procedure for constituting the hearing panelThe articles on the constitution of the hearing panel after proceedings have been opened, and on the powers of the President of the Commission, have been rewritten.
  3. Link to the new ConstitutionThe document's references have been aligned with the structure of the Constitution; when citing, it should be noted that the 2025 Constitution has itself renumbered the articles.

Who this document matters to

Every ethics case in international cycling passes through the Ethics Commission, and this document is the procedure for that adjudication. The conflict-of-interest rules also have direct practical importance for officials of national federations who simultaneously hold other positions.
