<h2>What are the FIVB General Regulations?</h2>
<p>The General Regulations of the Fédération Internationale de Volleyball (FIVB) govern the Federation's relationship with the national federations and the internal organisation of its bodies: the conditions of membership and the obligations of national federations, the procedure for holding their electoral assemblies and the recognition of elected officials, the rules on change of federation of origin for players and officials, the composition and functions of the Board of Administration, the Executive Committee, the councils and the commissions, and the Federation's ownership of the media and commercial rights in events.</p>

<h2>About the April 2025 edition<span class="reg-tag">Changes from May 2021</span></h2>
<h3>Key changes from the previous edition</h3>
<ol class="reg-tl">
<li><b class="t">Three-term limit for members of the Board of Administration</b>Members of the Board of Administration — other than the President and the presidents of the confederations — may serve <strong>a maximum of three terms</strong>, whether consecutive or not.</li>
<li><b class="t">Consequences of absence</b>A member recorded as <strong>absent twice</strong> may be removed from the Board of Administration, the Executive Committee, a council or a commission; in that case, the member may remain in the other bodies if their attendance record in those bodies so permits.</li>
<li><b class="t">Consequence of absence from the Congress for a national federation</b>A national federation that — save in cases of force majeure — is <strong>neither present nor represented</strong> at the World Congress <strong>forfeits all financial and technical support from the Federation</strong> until the following Congress, and regains that support by attending the next Congress.</li>
<li><b class="t">Withholding of recognition of officials and suspension of a national federation</b>Where the formalities of the electoral assembly are not observed, the Federation may <strong>decline to recognise the newly elected officials and suspend the national federation until the situation is remedied</strong>. The minutes of the assembly must contain the list of those elected, the list of delegates and an official copy of the "call for elections"; and, where the outgoing president has resigned, the text of the resignation must also be annexed.</li>
<li><b class="t">Prohibition on simultaneous office in two national federations</b>A person elected to an executive or senior management position in another national federation must <strong>choose which federation to remain in</strong>.</li>
<li><b class="t">Change of federation of origin for officials</b>It is specified that an official who has previously changed their federation of origin <strong>as a player</strong> may subsequently also change it <strong>as an official</strong>; and, where the federation of origin objects, the decision rests with the Executive Committee of the Federation.</li>
<li><b class="t">Obligation to ensure fair play conditions</b>National federations are required, in organising and promoting domestic competitions, to guarantee <strong>conditions of fair play and fair competition</strong>.</li>
<li><b class="t">Majority required to propose amendments to the Constitution</b>A proposal by the Board of Administration to amend the Constitution requires <strong>a three-quarters majority</strong>; other decisions are taken by simple majority.</li>
<li><b class="t">Protective measures and provisional suspension</b>To preserve the integrity of competitions, provision is made for the <strong>provisional suspension of the rights of members representing countries</strong> that have contributed to bringing about the situation.</li>

<h2>Who this document matters to</h2>
<p>For the Iran Volleyball Federation this document is the most direct text governing its relationship with the Federation: from the obligation to include specified provisions in its own statutes to the submission of the minutes of the electoral assembly and the list of elected officials. Failure to observe these formalities may lead to <strong>withholding of recognition of the elected officials and suspension of the federation</strong>.
