Key changes from the previous edition

1. Three-term limit for members of the Board of AdministrationMembers of the Board of Administration — other than the President and the presidents of the confederations — may serve a maximum of three terms, whether consecutive or not.
2. Consequences of absenceA member recorded as absent twice may be removed from the Board of Administration, the Executive Committee, a council or a commission; in that case, the member may remain in the other bodies if their attendance record in those bodies so permits.
3. Consequence of absence from the Congress for a national federationA national federation that — save in cases of force majeure — is neither present nor represented at the World Congress forfeits all financial and technical support from the Federation until the following Congress, and regains that support by attending the next Congress.
4. Withholding of recognition of officials and suspension of a national federationWhere the formalities of the electoral assembly are not observed, the Federation may decline to recognise the newly elected officials and suspend the national federation until the situation is remedied. The minutes of the assembly must contain the list of those elected, the list of delegates and an official copy of the "call for elections"; and, where the outgoing president has resigned, the text of the resignation must also be annexed.
5. Prohibition on simultaneous office in two national federationsA person elected to an executive or senior management position in another national federation must choose which federation to remain in.
6. Change of federation of origin for officialsIt is specified that an official who has previously changed their federation of origin as a player may subsequently also change it as an official; and, where the federation of origin objects, the decision rests with the Executive Committee of the Federation.
7. Obligation to ensure fair play conditionsNational federations are required, in organising and promoting domestic competitions, to guarantee conditions of fair play and fair competition.
8. Majority required to propose amendments to the ConstitutionA proposal by the Board of Administration to amend the Constitution requires a three-quarters majority; other decisions are taken by simple majority.
9. Protective measures and provisional suspensionTo preserve the integrity of competitions, provision is made for the provisional suspension of the rights of members representing countries that have contributed to bringing about the situation.
