Why the memoranda of amendments are kept separately

In a case concerning an event on a specific date, the question is not what the regulations say today but what they said on that date. The consolidated text as it stands today does not show this; the memorandum of amendments does.

Further, the memoranda themselves specify the date on which each provision entered into force — and that date is not always the same as the date of publication.
