<h2>What Part 12 governs</h2>
<p>The Regulations of the Union Cycliste Internationale (UCI) are divided into <strong>seventeen numbered parts</strong>, which sit alongside the Constitution and the Code of Ethics. Every article carries its own three-element number — such as 12.1.001 — whose first element is the number of the part concerned. This document is <strong>Part 12</strong> of that body of rules.</p><p>This part is the cornerstone of disciplinary proceedings in international cycling: what conduct constitutes an offence, what sanction it carries, which body hears it, and what procedure that hearing follows.</p>

<li><b class="t">Catalogue of sanctions</b>Chapter 3 defines ten categories of disciplinary measure: warning, reprimand, disqualification, fine, <strong>return of prizes</strong>, suspension, <strong>a ban on engaging in any cycling-related activity</strong>, educational measures, other measures, and <strong>provisional measures</strong>.</li>
<li><b class="t">Classification of offences</b>Chapter 4 divides offences into five categories: offences relating to incidents during competition, specific offences, discipline-specific offences, offences specific to organisers, and other offences.</li>
<li><b class="t">Adjudicating bodies</b>Chapter 5 distinguishes four bodies: the <strong>Commissaires' Panel</strong>, the <strong>Disciplinary Commission</strong>, the national federations, and the <strong>Court of Arbitration for Sport (CAS)</strong>.</li>
<li><b class="t">Procedure before the Disciplinary Commission</b>Chapter 6 has ten sections: referral of the case, <strong>impartiality and recusal of the adjudicator</strong>, procedure, evidence, notification, time limits and when the decision takes effect, costs of the proceedings, <strong>acceptance of consequences</strong>, official languages, and the Road Sub-Committee.</li>
<li><b class="t">UCI Arbitral Board</b>Chapter 7 is devoted to the procedure of the <strong>UCI Arbitral Board</strong> — the body which Part 1 also designates for appeals against the refusal to issue a licence.</li>
<li><b class="t">Successive amendments</b>This part has been amended three times within a short span — October 2025, November 2025 and July 2026 — which shows that the UCI's disciplinary structure is being reorganised.</li>

<h2>Who this document matters to</h2>
<p>For any disciplinary case in international cycling, this document is the first point of reference: it determines which body has jurisdiction, how long the period for appeal is, who bears the costs of the proceedings, and under what conditions the consequences may be accepted and the case closed. The absence of this part from the site until now was the most serious gap in the cycling collection.</p>

<h2>What are the Congress Procedure Rules?</h2>
<p>The United World Wrestling (UWW) Congress Procedure Rules govern how the Congress is held: who represents a national federation, how convocation and registration are carried out, what the condition for participation is, how the agenda is settled, by what procedure voting and elections are conducted, and when decisions are valid. This document supplements the Constitution: the Constitution determines the powers of the Congress, and this text the mechanism for exercising them.</p>

<h2>About the October 2024 edition<span class="reg-tag">Changes from November 2019</span></h2>
<h3>Key changes from the previous edition</h3>
<ol class="reg-tl">
<li><b class="t">Presence of women in the delegation</b>It was provided that <strong>whenever a national federation registers three delegates, at least one of them must be a woman</strong>.</li>
<li><b class="t">Commission for vetting candidates' eligibility</b>Establishing candidates' eligibility under the Constitution was entrusted to a <strong>commission composed of members of the Legal Commission</strong>, whose members must hold a nationality different from that of the candidates.</li>
<li><b class="t">Appendix 1: step-by-step election procedure</b>For the first time an appendix was added setting out the conduct of elections in detail: distribution and checking of the voting devices before the election, and programming of the devices so as <strong>not to allow votes in excess of the number of seats</strong>.</li>
<li><b class="t">Two-round election mechanism</b><strong>Six seats with a full six-year term are renewed every two years</strong>, and each delegate may select up to six candidates. In the first round, election requires an <strong>absolute majority (half of the valid votes plus one)</strong>, and if the seats are not filled, a <strong>relative majority</strong> applies in the second round.</li>
<li><b class="t">Rules on ties, nationality and the quota for women</b>In the event of a tie between two incumbent members or two new candidates, the <strong>older</strong> is elected, and in a tie between an incumbent member and a new candidate, the <strong>incumbent member</strong> prevails. Only one candidate from each country may be elected, and at least <strong>five seats</strong> among the elected members are reserved for women.</li>
<li><b class="t">Condition for participation in the Congress</b>A national federation must <strong>have discharged all its financial obligations towards United World Wrestling and be subject to no disciplinary suspension</strong>; the voting rights of Bureau members and of national federations are also not transferable.</li>

<p>For the Iranian wrestling federation this text determines who its delegates are to be, what formal conditions apply to the power of attorney, and in what circumstances the right to vote lapses — including financial debt or disciplinary suspension. For any national federation intending to put forward a candidate for the organs of United World Wrestling, the election procedure and the eligibility conditions are set out in this same document.</p>
