<h2>What these regulations govern</h2>
<p>The UCI Anti-Doping Regulations (Part 14) are not sufficient on their own. Three complementary regulations — <strong>Results Management</strong>, <strong>Testing and Investigations</strong> and <strong>Therapeutic Use Exemptions</strong> — apply alongside them, and the <strong>Procedural Rules of the Anti-Doping Tribunal</strong> govern the hearing of cases. All four documents are available on this site.</p><p>The Regulations for Testing and Investigations (UCI TIR) govern everything that happens before a case reaches the adjudicating body: test distribution planning, sample collection, protection of the sample chain, and investigations.</p>

<p>For counsel in a doping case, this document and the Results Management Regulations are the two principal sources of procedural challenges. For national federations that run a testing programme, the requirements of this document are also the basis for coordination with the UCI.</p>
