The UCI Anti-Doping Regulations (Part 14) are not sufficient on their own. Three complementary regulations — Results Management, Testing and Investigations and Therapeutic Use Exemptions — apply alongside them, and the Procedural Rules of the Anti-Doping Tribunal govern the hearing of cases. All four documents are available on this site.
The Regulations for Testing and Investigations (UCI TIR) govern everything that happens before a case reaches the adjudicating body: test distribution planning, sample collection, protection of the sample chain, and investigations.
For counsel in a doping case, this document and the Results Management Regulations are the two principal sources of procedural challenges. For national federations that run a testing programme, the requirements of this document are also the basis for coordination with the UCI.
