<h2>What Part 9 governs</h2>
<p>The UCI Cycling Regulations are divided into <strong>seventeen numbered parts</strong>, which sit alongside the Constitution and the Code of Ethics. Each article carries its own three-part number — such as 9.1.002 — the first figure of which is the number of the part itself. This document is <strong>Part 9</strong> of that body of regulations.</p><p>The World Championships in every cycling discipline: how they are staged, and the quota under which, and the criteria on which, each national federation enters participants.</p>

<h2>Key points</h2>
<ol class="reg-tl">
<li><b class="t">Exclusive UCI ownership</b>Article <strong>9.1.002</strong>: the World Championships in all cycling disciplines are the <strong>exclusive property of the UCI</strong>, and all rights relating to them belong exclusively to the Union — including the right to create and stage World Championships, the right to use the title "World Championships" in cycling, radio and television broadcasting rights and advertising and marketing rights, and the <strong>right to the rainbow colours</strong>.</li>
<li><b class="t">The world champion title</b>Article 9.1.001: World Championships are held each year, and the title of world champion is awarded to the winners on the basis of their results, in a programme determined by the Management Committee.</li>
<li><b class="t">Participation quotas by discipline</b>Chapter II sets the quotas of national federations discipline by discipline; it is this chapter that determines how many riders a federation may enter.</li>

<h2>Who this document matters to</h2>
<p>The rainbow jersey and the title "world champion" are legal assets of the UCI; their commercial use without authorisation is a matter for a proprietary claim. For national federations, the chapter on quotas governs the planning of their entries.</p>
