What this document governs

The UCI Anti-Doping Rules (Part 14) are not sufficient on their own. Three supplementary regulations — Results Management, Testing and Investigations and Therapeutic Use Exemptions — apply alongside them, and the Procedural Rules of the Anti-Doping Tribunal govern the conduct of proceedings. All four documents are available on this site.

The Procedural Rules of the UCI Anti-Doping Tribunal cover: the Tribunal's jurisdiction, its composition and independence, the rights and obligations of the parties, and the procedure from the filing of a case to the issuing of a judgment. The UCI Management Committee adopted these rules on the basis of Article 8.3.1 of the Anti-Doping Rules.

  1. Jurisdiction of the TribunalArticle 3 defines the limits of the Tribunal's jurisdiction and Article 2 deals with the resolution of disputes — the first thing to examine before filing a case.
  2. Independence and impartialityArticle 5 guarantees the independence and impartiality of the Tribunal's members, and Article 4 determines its composition.
  3. Procedural rights of the partiesArticle 10 sets out the procedural rights of the parties, and Article 11 deals with legal representation and assistance — that is, the right to counsel in these proceedings.
  4. Confidentiality and languageArticle 7 governs confidentiality and Article 8 the language of the proceedings; two matters that quickly become practical issues in international cases.
  5. Time limitsArticle 9 deals with time limits — missing a deadline is the most common ground for dismissal on procedural grounds in these proceedings.
