A person is treated as a candidate from the moment the candidacy is submitted. But the document goes further: anyone who publicly announces an intention to stand, or campaigns in such a way as to give the appearance of candidacy, is regarded as a candidate and is subject to these rules even if not yet a candidate. This means that campaigning offences committed before formal registration of a candidacy are also open to prosecution.
The rules apply to candidates, their national federations, related government officials, all voting delegates and anyone involved in any way in the elections or the candidacies. The principles the document declares are equality, fairness, transparency and proper conduct.
