What this edition was

The 2019 edition was issued in the same year that FIFA also completely rewrote its Disciplinary Code. The aim was to align the two instruments: a clearer boundary between what constitutes a disciplinary infringement and what constitutes an ethical infringement, and uniform procedural rules and appeal routes in both.

This alignment matters in practice, because many forms of conduct may fall under both instruments at once, and determining which body hears the case affects the time limits and the sanctions available.

Position in the family

This version is one of three successive editions within the short 2018 to 2020 period. For any given case, the only criterion is the date on which the event occurred; the short interval between editions means that even a few months' difference can change the governing text.
