What the document does

It is a risk assessment tool for event organisers.
What the SOR governs

The SOR is the largest and most frequently used IJF instrument, turning what the Statutes set at the level of principle into operating rules: eligibility, nationality, entries and accreditation, weigh-in, competition systems, world ranking lists, judogi rules, refereeing rules, and the medical and anti-doping handbook. Unlike the Statutes, it is revised often — this version replaces one published less than a month earlier.

The three-year ruleAn athlete who has represented a country at the Olympic Games, world, continental or regional championships, or events on the IJF calendar may represent a new country only after three years have passed since last representing the former one.

The filing deadlineA request tied to a specific event must reach the IJF 21 days before that event's registration deadline; later than that, the IJF gives no assurance it will be processed in time.

ExclusionsVeterans, military and kata competitors who appear on no world ranking list fall outside the rule and may change sporting nationality at any time on producing a passport.

Refugee statusSeparate routes exist for athletes holding official refugee status and for the IJF Refugee Team, where a refugee travel document or photographic identity plus an IJF authorisation letter stands in for the passport.

Power of amendment

The IJF states expressly that it may amend its rules "in a reasonable manner at any time" and notify members "by any method as the IJF deems appropriate" — email, website publication, or a declaration at a meeting.
What the document does

It determines how the judo quota places for the 2028 Olympic Games are allocated, and on the basis of which ranking and which competitions.
What the document does

It establishes the medical and sporting framework for an athlete's return to competition after pregnancy. It is a document with direct legal consequences: the preservation of a place in the world ranking list and of a quota during the period of absence is a matter that, absent a written rule, leads to disputes. The Sports and Organisation Rules also refer to this matter in article 1.1.2.

What this document governs

This text is the refereeing appendix to the Sports and Organisation Rules (SOR), and the document states that all refereeing matters fall to the Refereeing Commission of the International Judo Federation. After a chapter on the culture, history and principles of refereeing come the main articles: referees and officials (Article 1), the position and duty of the referee (Article 2), the role of non-officiating referees (Article 3), gestures (Article 4), valid areas (Article 5) and duration of the contest (Article 6) — which expressly provides for the athlete's right to ten minutes' rest between two contests.

Why it matters in a case

Challenges to refereeing decisions are among the most frequent subjects of dispute at events. This document determines who has competence to decide and how that decision is announced; and because it is an appendix to the SOR, it must be cited together with the main text and with the edition number stated.
