What this document governs
This text is the refereeing appendix to the Sports and Organisation Rules (SOR), and the document states that all refereeing matters fall to the Refereeing Commission of the International Judo Federation. After a chapter on the culture, history and principles of refereeing come the main articles: referees and officials (Article 1), the position and duty of the referee (Article 2), the role of non-officiating referees (Article 3), gestures (Article 4), valid areas (Article 5) and duration of the contest (Article 6) — which expressly provides for the athlete's right to ten minutes' rest between two contests.
Why it matters in a case
Challenges to refereeing decisions are among the most frequent subjects of dispute at events. This document determines who has competence to decide and how that decision is announced; and because it is an appendix to the SOR, it must be cited together with the main text and with the edition number stated.
