What these regulations determine
The Financial Regulations are the monetary framework of the relationship between the international federation and its members: sources of general income and expenditure (Article 1), membership fees, registration and event participation fees, the mechanism for fines, and financial reporting obligations.
A note on the date of this document
The cover states "version of 4 May 2018" while the text within states "2015 edition". That is, what is at hand is the 2015 text with amendments applied up to May 2018 — a pattern in which the version date takes precedence over the edition date.
For national federations, the most frequently applicable part of this document is the one least often read: fines. Breach of registration deadlines, withdrawal from an event or late payment of membership fees each carries a prescribed financial consequence, and any challenge to it must be brought within the framework of this same text.
