What Part 2 governs

The regulations of the Union Cycliste Internationale (UCI) are divided into seventeen numbered parts, which sit alongside the Constitution and the Code of Ethics. Each article carries its own three-part number — such as 2.11.001 — whose first digit is the number of the part concerned. This document is Part 2 of that body.

Road races, from the calendar and classification of events to the registration of professional teams (WorldTeams, ProTeams and continental teams), rider contracts, the bank guarantee, offences and sanctions. It is the largest and most frequently consulted part of the UCI regulations.

Key changes in this editioncompared with the 10 June 2021 edition

  1. Establishment of the Professional Cycling CouncilA new chapter, comprising Articles 2.11.001 to 2.11.012, establishes the Professional Cycling Council as a commission of the UCI Management Committee, founded on Article 48.1 of the Constitution.
  2. Composition and voting of the CouncilThe Council has 18 members, comprising representatives of professional cycling's stakeholders and members appointed by the UCI. Each member has one vote and, in the event of a tie, the President of the Council has the casting vote. The mandate of members put forward by the CPA, AIGCP and AIOCC begins upon ratification by the Management Committee, and the Management Committee may refuse ratification on serious grounds.
  3. Appeals against Council decisionsArticle 2.11.011 specifies that only final decisions of the Council that do not require approval by the Management Committee may be appealed to the Court of Arbitration for Sport (CAS) — a distinction that must be examined before bringing proceedings.
  4. Separate or joint treatment of the women's and men's branchesThe Council may decide on men's and women's professional cycling separately or jointly; in certain matters the decision threshold is a two-thirds majority of the votes cast.
  5. Enforcement of women's team registration rulesArticle 12.3.020 makes clear that the fine and compensation apply once the decision has become final, and that during a period of registration ban a Women's ProTeam is deprived of specified rights.
  6. Rider's express consent to the processing of medical dataUnder Article 13.3.015, the rider expressly consents to the processing of their medical data by the team doctor, the UCI and the service provider designated by the UCI to carry out the tests.
  7. Scale of the changesThe number of articles has risen from around 1,000 to more than 1,200; in addition to the chapter on the Professional Cycling Council, the sections on rankings, women's team licences and sanctions have been rewritten.

Who this document matters to

For professional teams and their lawyers, the establishment of the Professional Cycling Council is the most significant structural development in professional road cycling in recent years, and Article 2.11.011 determines which of its decisions are open to appeal before CAS at all. For riders, the clause on consent to the processing of medical data is an obligation accepted upon signing the contract.
