What Part 14 governs

The UCI Cycling Regulations are divided into seventeen numbered parts, which sit alongside the Constitution and the Code of Ethics. Each article carries its own three-part number — such as 14.1.001 — the first figure of which is the number of the part itself. This document is Part 14 of that set.

The UCI Anti-Doping Rules implement the World Anti-Doping Code in cycling: the definition of doping and of anti-doping rule violations, proof, results management, hearings, periods of ineligibility, and statute of limitations.

  1. In force from 1 January 2021The text states expressly that these Rules apply in full from 1 January 2021 (the "Effective Date"); the February 2023 edition incorporates subsequent amendments but continues the same 2021 framework.
  2. No retroactive effectThe Rules do not apply retroactively to matters pending before the competent bodies prior to the Effective Date; Article 17 (statute of limitations) applies retroactively only where the limitation period has not yet expired.
  3. Three complementary instrumentsThese Rules do not stand alone: the Results Management Rules, the Testing and Investigation Rules and the Therapeutic Use Exemption Rules are separate documents that apply alongside them, all of which are available on this site.
  4. Adjudicatory bodyViolations are adjudicated through the UCI Anti-Doping Tribunal, which has its own independent procedural rules.
  5. Interpretation of the textThe official text is published in English and French and, in the event of a discrepancy, the rule laid down in the document itself governs; the comments below the articles serve to interpret them.
