What does this form do?
An international transfer of a wrestler between clubs cannot take place without the written consent of the national federation of origin. This form is that consent: the national federation declares that it agrees to the transfer of the identified athlete, and the athlete's identifying particulars — first name and surname, nationality and date of birth — are recorded in it.
Why a form in a regulations library?
In practice, most transfer disputes arise over form rather than substance: a form that was not signed, arrived late, or contained incomplete information. For a lawyer or a club manager, knowing precisely what the document requires before the process begins prevents most such disputes.
