What did this law change?

The Champion Soldier Law of 1998 established a mechanism for the performance of compulsory military service by champion athletes. The present law replaces the text of Note 2 of that single article in its entirety.

The replacement note provides that persons falling within the scope of this law are excluded from the operation of three provisions: paragraph 2 of Article 18 of the Passport Law of 29 February 1973, and paragraph (e) of Article 14 and paragraph (i) of Article 16 of the Law on the Army of the Islamic Republic of Iran of 29 September 1987.

Why does this exclusion matter in practice?

The reference to the Passport Law in this note is the central point. The restrictions on the issuance of passports and on departure from the country that apply to persons liable for military service are, in practice, the principal obstacle preventing a champion athlete from taking part in training camps and international competition. This note removes that obstacle for persons falling within the scope of the Champion Soldier Law.

The two further references to the Law on the Army set aside restrictions imposed by that law on conscripted personnel, so that the position of a champion athlete is compatible with their sporting obligations.

Who this law matters to

Champion athletes of conscription age, and the clubs and federations that send them to international competition, deal with this law directly. For counsel, this text must be read together with the original single article of 1998, since the present law replaces only one note of it and the remainder stands as before.
