What these Statutes determine

Article 1 establishes the legal nature of a federation: a non-governmental public institution with independent legal personality and financial and administrative autonomy, of unlimited duration, and the highest competent authority for the administration of its sport in the country. Article 2 recognises the federation's membership of international bodies, and Articles 6 and 7 set out the federation's objectives and twenty-six duties and powers.

The organs of the federation are determined in Article 12: the General Assembly, the Board of Directors, the President of the federation and the statutory Inspector. The sixteen-part composition of the Assembly appears in Article 13 and its duties in Article 14, and Articles 18 to 21 are devoted to the Board of Directors.

What this edition changed from the 2002 Statutes

  1. Mandatory presence of women in the organsArticle 18 provides that one of the two Vice-Presidents shall be a woman, as shall one of the two expert specialists; Article 13 makes three female athletes, two female coaches and one female referee members of the Assembly; and Article 25 allocates at least one third of committee members to women. Article 24 places the administration of women's sport programmes under the female Vice-President.
  2. Limit on the presidential termArticle 22 sets the presidency at four years and a maximum of three terms — with an exception for a president who concurrently holds office in the organs of the international federation or the Asian confederation.
  3. Age and educational requirements for presidential candidatesArticle 22 requires a minimum age of 35 and a maximum of 65, at least a bachelor's degree and five years of managerial experience related to sport.
  4. Two-tier disciplinary committee with a legal-qualification requirementArticle 27 separates the first-instance and appeal committees, requires their president and vice-president to hold a law degree and to have judicial or legal experience, prohibits simultaneous membership of both committees, and sets the time limit for appeal at twenty days.
  5. Appeal before the Court of Arbitration for SportArticle 28 provides that, where the relevant international federation has recognised the Court of Arbitration for Sport (CAS), the federation may appeal decisions of the continental confederation or the international federation before that body.

Who this document matters to

Every sport federation in the country, the provincial boards and the member clubs operate within the framework of these Statutes, and Article 35 makes them applicable to the federations of specific constituencies as well — workers', school and university sport. For sports lawyers, this text is the starting point of any domestic case: the competence of the deciding organ, the time limit for appeal, the eligibility requirements for candidacy and the route of appeal are all determined in these 36 articles.

#Article 1

The amateur sport federations of the Islamic Republic of Iran are non-governmental public institutions with independent legal personality and financial and administrative autonomy, of unlimited duration, and, as the highest competent authority, are responsible for the administration of the sport or sports under their coverage in the country; they are recognised by the Ministry of Sport and Youth and the National Olympic Committee to operate on the basis of the relevant laws and regulations in observance of Islamic standards.

#Article 2

The federation is a member of the relevant international federation, the relevant Asian confederation or federation and other related international bodies, in observance of the laws and regulations.

#Article 3

The seat of the federation is the city of Tehran, and a change thereof is permissible with the approval of the General Assembly.

#Article 4

The abbreviated name, flag, emblem and motto of the federation must be officially registered with the competent national and international authorities and be the exclusive property of the federation.

#Article 5

The official language of the federation is Persian, and all correspondence and official domestic texts must be written in that language. International correspondence shall be in the language agreed with the counterparty.

#Article 6

The objectives of the federation are as follows:

1 — Development and expansion of the sport or sports under its coverage throughout the country and among all groups and constituencies.

2 — Quantitative and qualitative advancement of elite sport at national and international level and the strengthening of national solidarity, pride and identity.

3 — Consolidation, strengthening and promotion of cultural and ethical values and observance of fair play.

4 — Achievement of sound management in observance of transparency, impartiality, justice and accountability in the exercise of its duties and powers.

#Article 7

The duties and powers of the federation are as follows:

1 — Coordinating and organising sports competitions in the sports under its coverage at national level and in the various age categories, with the power to issue authorisations to other permitted organisations to take charge of organising competitions.

2 — Bringing the technical and sporting regulations of the sports under its coverage into conformity with the international regulations to which

the Islamic Republic of Iran has acceded within the framework of the law.

3 — Holding the relevant training courses, including coaching, specialist refereeing and specialist management of the related sport or sports, on the basis of national and international regulations, and issuing, revoking or renewing certificates.

4 — Forming women's and men's national teams from among deserving individuals in all categories and sports under its coverage, appointing the managerial and technical staff and providing the necessary support.

5 — Drafting and publishing the relevant technical and executive by-laws and directives and supervising their implementation.

6 — Active participation in relevant national and international bodies.

7 — Hosting competitions and sporting events and participating in international competitions.

8 — Publication of books, booklets and educational periodicals, dissemination of news and translation of international rules, in observance of the relevant laws and regulations.

9 — Conducting economic and advertising activities in furtherance of the federation's objectives with a view to strengthening the federation's financial standing, in observance of the relevant laws and regulations.

10 — Supervision and evaluation of the technical, sporting, administrative and financial performance of the provincial sport boards.

11 — Making the necessary arrangements to obtain and retain international seats.

12 — Settlement of its sporting and technical disputes with domestic sports bodies, preferably through negotiation or arbitration.

13 — Providing the conditions for material and moral support for athletes, practitioners and veterans of the related sports on the basis of the regulations.

14 — Establishment of a talent-identification system in sport, including the discovery, recruitment and development of talent.

15 — Exchange of knowledge, experience and skills with domestic and international sports bodies.

16 — Cooperation with the National Anti-Doping Headquarters within the framework of the Act on the Treaty of Accession of the Government of the Islamic Republic of Iran to the Anti-Doping Agency — approved 2011 — and implementation of the regulations governing anti-doping.

17 — Planning and implementing cultural and educational matters in the sport or sports under its coverage.

18 — Providing expert opinions in connection with the issuance of operating licences to clubs and with their technical performance in the sport or sports under its coverage, in accordance with the laws and regulations.

19 — Encouraging and supporting responsibility for the protection of the environment.

20 — Supporting the volunteer movement related to its objectives and duties.

21 — Adopting the necessary measures to counter corruption, discrimination and violence in sport.

22 — Issuing authorisations for the exploitation of images and sound and for the broadcasting of competitions in the sports under its coverage, within the framework of the relevant domestic and international regulations.

23 — Adjudicating disputes and infringements of members within the framework of the approved regulations.

24 — Preparing and submitting performance reports to the relevant authorities.

25 — Establishing the committees required within the federation.

26 — Observance of the principle of financial transparency in the conduct of specialist and general activities in accordance with the relevant regulations.

Note — In executive matters and other matters, the federations shall be subject to the laws and regulations of the Islamic Republic of Iran.

#Article 8

The members of the federation are as follows:

1 — Legal-person members (holding an operating licence from the competent authorities), including boards, clubs, leagues, related organisations, unions, associations and sport styles, are admitted as principal members of the federation.

2 — Natural-person members who hold membership of at least one of the principal members (legal-person members) of the federation are recognised as affiliated members of the federation.

#Article 9

The general conditions of membership and of withdrawal of the principal members of the federation are as follows:

1 — Iranian nationality.

2 — A written application and submission of a valid sporting activity licence.

3 — An undertaking to observe the provisions of the federation's statutes, the laws and regulations, the decisions taken and the directives issued by the federation.

4 — An undertaking to settle sporting disputes and claims before the federation's disciplinary committee in accordance with the relevant disciplinary by-laws.

Note 1 — The directive on the conditions and procedure for the admission or withdrawal of membership of the federation's principal members and the specific conditions of membership therein shall be determined on the proposal of the Board of Directors and the approval of the federation's General Assembly.

Note 2 — Withdrawal of membership of principal members takes place by written application of the member, approval of the federation's Board of Directors and a vote of the General Assembly. The financial obligations of members towards the federation and the other members remain in force where the withdrawal is confirmed.

#Article 10

The obligations of the federation's members are as follows:

1 — Full compliance with the provisions of the statutes, the by-laws and regulations, the directives and the decisions taken by the federation, the continental confederation and the international federation, within the framework of the country's laws and regulations.

2 — Payment of the membership fee and other sums determined on the basis of the regulations.

3 — Observance of the principles of fair play, the country's laws and regulations, loyalty, trustworthiness and proper sporting conduct, as well as a commitment to the fight against doping in all its forms.

#Article 11

The General Assembly may confer the title of honorary president or honorary member of the federation, in recognition of notable services rendered in the sport or sports under its coverage, upon eligible women and men.

Note — The Board of Directors may, on the basis of by-laws approved by the General Assembly, present eligible candidates under this Article to the General Assembly. An honorary president or honorary member may attend meetings of the General Assembly without the right to vote.

#Article 12

The organs of the federation are as follows:

1 — The General Assembly

2 — The Board of Directors

3 — The President of the federation

4 — The statutory Inspector

#Article 13

The General Assembly is recognised as the highest decision-making organ of the federation and is composed of members holding the right to vote who satisfy the condition of trustworthiness and integrity, absence of ill repute and absence of an effective criminal record, as follows:

1 — The Minister of Sport and Youth or one of the Minister's deputies, as the representative of the Ministry.

2 — The president, vice-president or secretary general of the National Olympic Committee, as the representative of that Committee.

3 — The president, vice-president or secretary general of the National Paralympic Committee, as the representative of that Committee, and only in sports present at the Paralympic Games.

4 — The President of the federation.

5 — The presidents or heads of the provincial boards and, in the absence of the president, one of the members of the board's Board of Directors presented by the president or head of the board.

6 — The managing directors of the clubs participating at the highest level of national men's club competitions

and, in the event of absence, one person from among the members of the board of directors presented by the managing director.

7 — The managing directors of the five leading clubs at the highest level of national women's club competitions and, in the event of absence, one of the members of the board of directors presented by the managing director and from among women.

Note — The criterion for club membership shall be the final standings of the most recently completed competitions.

8 — The president of the School Sport Federation or its representative from among the members of its Board of Directors, presented by the president of that federation.

9 — The president of the University Sports Federation or its representative from among the members of its Board of Directors, presented by the president of that federation.

10 — The president of the Workers' Sport Federation or its representative from among the members of its Board of Directors, presented by the president of that federation.

11 — The representative of the General Staff of the Armed Forces.

12 — The mayor of the city in which the federation has its seat, or the mayor's plenipotentiary representative.

13 — Three male athletes and three female athletes elected by the athletes' commission

of the relevant federation.

14 — Two active male coaches and two active female coaches elected by the coaches' commission of the relevant federation.

15 — One active male referee and one active female referee elected by the referees' commission of the relevant federation.

16 — Iranian nationals who are members of the Board of Directors (president, vice-presidents, secretary general or members) of the continental confederations or international federations in the sport or sports under coverage, up to a maximum of three persons according to length of membership of the said bodies.

Note 1 — Where the President of the federation has been dismissed or has resigned, or has been absent for more than three months, or is barred from continuing in office by decisions of the competent authorities, the president of the Assembly may appoint an acting head of the federation until the General Assembly convenes (within a maximum of six months).

Note 2 — The directive on the manner of forming the commissions referred to in paragraphs (14), (15) and (16) of this Article shall, in observance of the relevant laws and regulations, be determined and issued on the proposal of the Board of Directors and the approval of the General Assembly.

#Article 14

The duties and powers of the General Assembly are as follows:

1 — Election and dismissal of the President of the federation and the members of the Board of Directors, or acceptance of their resignation.

2 — Approval of the federation's membership of international sports bodies.

3 — Proposing amendments to the statutes to the relevant authorities in order to complete the legal steps for confirmation.

4 — Approval of the by-laws, directives and regulations governing the implementation of the statutes, in observance of

the relevant laws and regulations.

5 — Election of three observers for the purposes of voting and counting of votes (in cases where a vote is taken).

6 — Consideration of, and decision on, the annual financial report.

7 — Approval of the establishment of affiliated companies in furtherance of economic and advertising activities, in observance of the relevant laws and regulations.

8 — Approval of the operational programme and the annual budget and supplementary budget.

9 — Consideration of, and decision on, the report on the federation's performance and activities.

10 — Appointment of an independent auditor to examine the annual financial report.

11 — Approval of the proposed membership fee for the federation's members, on the proposal of the Board of Directors.

12 — Decision on the candidates proposed by the Board of Directors for the conferral of the title of honorary president or honorary member.

13 — Admission or revocation of membership of the federation's members.

14 — Election of the federation's statutory Inspector.

15 — Election of the Vice-Presidents, the Treasurer, the expert specialists, the representative of the clubs (from among the member managing directors) and the representative of the provincial boards (from among the presidents of the provincial boards) for the Board of Directors.

16 — Approval of the federation's organisational structure, in observance of the relevant laws and regulations.

Note 1 — The election of the Vice-Presidents, the Treasurer and the expert specialists takes place after the election of the President and from among the candidates proposed by the President, and the election of the other members is carried out thereafter.

Note 2 — The directive on the specific conditions for candidates satisfying the condition of trustworthiness and integrity, and on the manner of registration and of voting for candidates for Board of Directors posts, shall on the first occasion be determined and issued with the approval of the Board of Directors, and, after the holding of the federation's first elections, on the proposal of the Board of Directors and the approval of the General Assembly.

Note 3 — The resolutions of the Assembly must not conflict with national laws and regulations and shall be adopted having regard to international considerations.

#Article 15

The quorum and decisions of the General Assembly are as follows:

1 — The Assembly is duly constituted with the attendance of at least two thirds of its members, and its decisions are valid by an absolute majority vote of the members present.

2 — Should the Assembly fail to reach the quorum, a further Assembly must be convened with the same agenda within a maximum of (15) working days after that Assembly. In that case the second meeting shall be duly constituted with the attendance of at least half plus one of the members, unless the item on the agenda concerns a proposed amendment to the federation's statutes or the election or dismissal of the President of the federation, in which case the attendance of two thirds of the members is mandatory.

3 — Voting for the election or dismissal of the President and the members of the Board of Directors, for a proposed amendment to the statutes, and for the admission or expulsion of a member is conducted in writing.

4 — For the dismissal of the President of the federation, a request by at least one third of the members of the General Assembly for the convening of an extraordinary Assembly and a vote of half plus one of the members present at the Assembly are required.

#Article 16

1 — Meetings of the ordinary General Assembly are held once each year.

2 — The Board of Directors must determine the date, place and agenda of the Assembly meeting at least (45) days before the meeting and announce them on the federation's information portal.

3 — The written notice convening the Assembly shall be sent to the members at least (20) days before the meeting, together with the agenda, the federation's performance report, the financial report, the auditor's report, the Inspector's report and other relevant items.

#Article 17

1 — An extraordinary meeting of the ordinary General Assembly is convened as follows:

a — At the request of the president of the Assembly.

b — At the request of the President of the federation.

c — At the written request of two thirds of the members of the Board of Directors.

d — At the written request of one third of the members of the Assembly.

2 — Contents of the agenda of the extraordinary General Assembly:

a — The agenda and date of the meeting are proposed by those making the request.

b — The deliberations of the Assembly shall be limited to consideration of, and decision on, the agenda.

3 — The request to convene an extraordinary Assembly shall be sent to the President of the federation, and if the President of the federation takes no action within (21) working days, the president of the Assembly shall proceed to convene it.

4 — The date and agenda of the Assembly meeting shall be announced in writing to the members of the Assembly by

the secretary general of the federation at the latest (15) working days before the date of the meeting. Should the secretary general refuse, a person designated by the president of the Assembly shall assume this responsibility.

#Article 18

The Board of Directors is the highest executive organ of the federation and is composed of the following members:

1 — The President of the federation, who concurrently presides over the Board of Directors.

2 — Two Vice-Presidents (one woman and one man); the General Assembly determines the first and second Vice-President.

3 — The Treasurer.

4 — Two persons from among the expert specialists of the relevant sport or sports (one from among women).

5 — The secretary general, on the proposal of the President and with the confirmation of the Board of Directors.

6 — The elected representative of the provincial boards.

7 — The elected representative of the sports clubs (only in federations which have national club competitions).

8 — One member of a university academic staff in a discipline related to sport, on the proposal of the President of the federation and with the confirmation of the Board of Directors, and one person from the School Sport Federation in the relevant sport, presented by the president of the School Sport Federation.

Note 1 — Members of the Board of Directors may not concurrently hold office in other federations.

Note 2 — In the event of resignation, death or legal requirements to step down affecting any of the members referred to in paragraphs (2), (3) and (4) of the Board of Directors, the President of the federation shall, in coordination with the president of the Assembly, provisionally replace that member with an eligible person until the first General Assembly convenes.

#Article 19

Membership of the Board of Directors and of the federation's Assembly is not full-time, and only attendance fees for meetings and mission allowances shall be paid on the basis of the financial and transactional by-laws.

Note — The President, secretary general and Treasurer of the federation carry out the executive duties and responsibilities of the federation on a full-time basis within the framework of the provisions of these statutes and are excluded from the scope of this Article. Their salary and benefits shall be payable on the basis of the financial and transactional by-laws.

#Article 20

The duties and powers of the Board of Directors are as follows:

1 — Confirmation of the secretary general and of the presidents of the federation's permanent and temporary committees, following a proposal by the President of the federation.

2 — Confirmation of the presidents, vice-presidents and members of the first-instance and appeal disciplinary committees, on the proposal of the President of the federation.

3 — Approval of the establishment of temporary committees where required, on the proposal of the President of the federation.

4 — Consideration and approval of the directives proposed by the federation's committees, on the proposal of

the President of the federation.

5 — Presentation of an independent auditor to the General Assembly, in observance of the relevant laws.

6 — Confirmation of the required by-laws, such as the financial and transactional by-laws, the administrative and employment by-laws and the federation's other by-laws, and their submission to the General Assembly for approval.

7 — Consideration and confirmation of the federation's annual performance and its submission to the General Assembly.

8 — Consideration and confirmation of the proposed budget or supplementary budget and of the short-term (annual calendar), medium-term and long-term programmes, and their submission to the General Assembly.

9 — Consideration and confirmation of amendments to the statutes and their submission to the General Assembly for the statutes to complete the approval steps before the relevant authorities.

10 — Proposing the federation's membership of international sports bodies to the General Assembly, in observance of the relevant laws.

11 — Confirmation of the federation's organisational structure, in observance of the relevant laws, and its submission to the Assembly.

12 — Approval of the opening or closing of bank accounts in accordance with the relevant regulations.

13 — Taking decisions on other matters referred by the Assembly or the President of the federation.

#Article 21

The valid constitution of meetings of the Board of Directors is as follows:

1 — Meetings of the Board of Directors shall be duly constituted with the attendance of at least two thirds of the members, and extraordinary meetings with a relative majority of half plus one.

2 — In the event of a tie in the votes, the vote of the President of the federation shall be decisive.

3 — The decisions taken shall be signed by the members present at the meeting.

4 — The President of the federation determines the agenda. Members of the Board of Directors may send their proposals for inclusion in the agenda to the federation's secretary general at the latest (7) working days before the Board of Directors meeting is held.

5 — If one half of the members of the Board of Directors request the convening of an extraordinary meeting, the President of the federation must proceed to convene the meeting within (48) hours. The agenda is determined by those making the proposal.

#Article 22

The conditions for candidates for the presidency of the federation are as follows:

1 — General conditions for candidates:

a — Adherence to the Constitution of the Islamic Republic of Iran.

b — Nationality of the Islamic Republic of Iran.

c — Absence of an effective criminal record and absence of deprivation of social rights on the basis of final decisions of the judicial authorities, as confirmed by the competent authorities.

d — Being at least (35) years of age and at most (65) years of age.

e — Holding at least a bachelor's degree and having (5) years of managerial and executive experience related to sport and physical education.

f — Satisfying the condition of trustworthiness and integrity.

2 — The President of the federation is elected by the Assembly for a four-year term. Re-election for a maximum of two further terms (three consecutive or non-consecutive terms in total) is permissible.

3 — Where the President of the federation is a member of the board of directors of the international federation, or the president, vice-president or secretary general of the relevant Asian confederation, re-election beyond three terms is permissible for as long as the aforementioned posts are held.

#Article 23

The duties and powers of the President of the federation are as follows:

1 — Representation of the federation before organisations, authorities and judicial, administrative and registration tribunals, with the right to appoint a substitute.

2 — Attendance at international bodies and events.

3 — Implementation of the resolutions of the General Assembly and the Board of Directors.

4 — Direction of and supervision over the federation's administrative organisation.

5 — Establishing relations with the members of the federation and other national and international organisations.

6 — Appointment or dismissal of the secretary general, the presidents of the committees, and the vice-presidents and members of the first-instance and appeal committees, following confirmation by the Board of Directors.

7 — Convening and chairing meetings of the Board of Directors.

8 — Taking the necessary measures to secure the budget and the other funds required by the federation through lawful means.

9 — Proposing the Vice-Presidents, the Treasurer and the expert specialists to the General Assembly.

Note 1 — All administrative correspondence is valid with the signature of the President of the federation, and all administrative and financial documents, contracts and securities are valid with the signature of the President and the Treasurer of the federation, on the basis of the powers derived from the approved by-laws and directives.

Note 2 — The President of the federation may delegate part of the powers to the Vice-Presidents and the secretary general by written instrument specifying the matters concerned, at the President's own discretion and responsibility.

#Article 24

In the absence of the President of the federation, the first and second Vice-Presidents shall in that order take charge of the current affairs of the federation; the Vice-Presidents likewise carry out the instructions issued by the President of the federation.

Note — All women's sports programmes and activities are administered under the supervision of the federation's female Vice-President in coordination with the President of the federation.

#Article 25

In order to facilitate the conduct of its technical and executive affairs, the federation shall establish committees as follows:

1 — Permanent committees:

a — The number, composition and duties of these committees shall be on the basis of a directive drafted by the federation's secretary general and approved by the federation's Board of Directors.

b — The presidents of the committees shall be selected, on the proposal of the President of the federation and with the confirmation of the Board of Directors, from among experienced and specialist individuals satisfying the condition of trustworthiness and integrity.

c — The secretaries of the committees shall be appointed from among the federation's staff on the proposal of the president of the committee and by instrument of the federation's secretary general, and shall perform their duties in the committees without the right to vote.

d — All proposals of the committees shall be submitted to the Board of Directors through the secretary general and following confirmation by the President of the federation.

e — The members of the committees shall be selected, on the proposal of the president of the committee and with the confirmation of the President of the federation, from among specialist and committed women

(at least one third of the committee's members) and men.

2 — Temporary committees:

Temporary committees are established, on the proposal of the President of the federation and with the approval of the Board of Directors, to carry out particular duties and in particular circumstances for a limited period. Each such committee shall have a president, a vice-president, a secretary and several members. The duties and manner of operation of these committees are on the basis of a directive approved by the Board of Directors.

#Article 26

1 — The secretary general is responsible for the executive affairs of the federation and is appointed by instrument of the President of the federation.

2 — The secretary general must satisfy the following conditions:

a — Adherence to the Constitution of the Islamic Republic of Iran.

b — Iranian nationality and residence in the city in which the federation has its seat.

c — Holding at least a bachelor's degree and a knowledge of English.

d — Having a record of activity and management in sport.

e — Absence of an effective criminal record and absence of deprivation of social rights on the basis of final decisions of the judicial authorities or other competent authorities.

f — Not holding membership of management bodies related to the sport or sports under the federation's coverage during the term of office.

Note — The secretary general may not concurrently hold another post.

3 — The following duties fall to the secretary general:

a — Implementation of the decisions taken by the General Assembly and the Board of Directors on the basis of the existing regulations and by-laws, under the supervision and direction of the President of the federation.

b — Participation in meetings of the General Assembly, the Board of Directors and the permanent and temporary committees, without the right to vote.

c — Convening meetings of the General Assembly, the Board of Directors and the other organs affiliated to the federation.

d — Drawing up the minutes of meetings of the General Assembly and the Board of Directors and communicating their resolutions to the relevant authorities.

e — Signature of administrative and financial documents, securities, contracts and administrative letters on the basis of the powers derived from the approved by-laws and directives.

f — Management of the federation's administrative affairs on the basis of the approved organisation and administrative rules, and of matters relating to human resources, in coordination with the President of the federation.

g — Preparation and submission of the federation's annual performance and programmes to the Board of Directors.

h — Preparation and submission of the federation's budget, funds, programmes and annual, short-term, medium-term and long-term calendars to the Board of Directors.

i — Preparation and submission to the Board of Directors of proposals relating to the amendment of the federation's relevant by-laws, directives and sporting rules and regulations.

j — Performance of other duties delegated by the President of the federation.

Note — If the federation's secretary general stands as a candidate for Board of Directors posts, the secretary general must

resign from the office of secretary general (at the time of registration) and another person must be substituted in accordance with the statutes.

#Article 27

The disciplinary committee comprises the first-instance committee and the appeal committee.

1 — The disciplinary committees consist of (3) full members, comprising a president, a vice-president and one full member, and two alternate members. The president and vice-president must hold at least a bachelor's degree in law and have three years of judicial experience or (5) years of legal practice.

2 — For the purposes of the committee's secretariat, one person is appointed from among the federation's staff by the secretary general. That person's absence shall not preclude the taking of a decision.

3 — The members of the committee, satisfying the condition of trustworthiness and integrity, are appointed for a term of (4) years on the proposal of the President of the federation and with the confirmation of the Board of Directors. In the event of the resignation, death or removal of any of the members, the selection procedure shall be followed.

Note 1 — No member of the first-instance committee may concurrently be a member of the appeal committee or take part as a member in an appeal against decisions taken by the first-instance committee.

Note 2 — The adjudication of disputes and claims relating to the federation's disciplinary matters is possible through the disciplinary committee.

Note 3 — Decisions of the first-instance committee are subject to appeal before the appeal committee within twenty days.

#Article 28

Where the relevant international federation has recognised the Court of Arbitration for Sport (CAS), the federation may appeal decisions of the continental confederation or the international federation before that body.

#Article 29

1 — The Treasurer is elected on the proposal of the President of the federation and with the approval of the General Assembly, and shall be responsible for the executive management of financial and revenue affairs and for the keeping of the federation's accounts and property.

2 — The Treasurer must satisfy the following conditions:

a — Nationality of the Islamic Republic of Iran.

b — Holding at least a bachelor's degree related to financial affairs.

c — Having at least five years' experience in accounting or in charge of financial affairs.

d — Absence of an effective criminal record.

e — Holding a service-completion card or an exemption from performing general conscription service (for men).

Note — The duties and powers of the Treasurer shall be determined by the federation's financial and transactional by-laws.

#Article 30

The independent auditor is appointed by the General Assembly from among the members of the Iranian Association of Certified Public Accountants on the basis of the financial and transactional by-laws and on the proposal of the Board of Directors, and is responsible, on the basis of auditing laws and regulations, for examining and submitting a report on the federation's financial performance to the Assembly. The auditor is appointed for each year, and re-appointment for two years in total is permissible. The Assembly may appoint the Audit Organisation as the independent auditor.

#Article 31

The principal Inspector is appointed on the proposal of the president of the Assembly and with the approval of the General Assembly and carries out the following duties:

1 — Supervision of the implementation of the by-laws and of the federation's performance.

2 — Performance of the other duties and obligations set out in these statutes and referred by the Assembly.

3 — Expressing an opinion on the accuracy of the information which the federation's managers have placed at the disposal of the General Assembly.

Note 1 — The Inspector may at any time carry out any necessary examination and inspection and may request and examine the documents, records and information relating to the federation. However, the Inspector's actions must not cause a halt in the conduct of the federation's affairs.

Note 2 — The Inspector may not concurrently hold office in any post of the Inspector's own federation or of other federations.

#Article 32

The federation's financial affairs are as follows:

1 — The federation's financial period is one year, from the beginning of Farvardin to the end of Esfand each year.

2 — The federation's income and expenditure must be estimated for the financial period and proposed to the General Assembly in the form of a budget.

3 — The Treasurer is required to follow up and draw up the control and balance of the federation's financial accounts and budget by the end of the financial period each year (the end of Esfand).

4 — All of the federation's contributions and revenues in foreign currency and in rials must be deposited into authorised bank accounts in the name of the federation, and all expenditure must likewise be made from the funds of these accounts in observance of the relevant laws and regulations.

Note — The recording and registration of any non-cash contribution as property of the federation, in observance of the relevant laws and regulations, is required.

#Article 33

The federation's financial resources, within the framework of the relevant laws and regulations, are as follows:

1 — Financial contributions from the government, executive bodies and national and international bodies.

2 — Income from the holding of competitions and sporting and educational programmes (coaching, refereeing and instructor courses and technical advancement and traineeship courses), from ticket sales and from the receipt of exclusive rights to these programmes.

3 — Receipt of donated contributions and other financial resources, including movable or immovable property, free of charge.

4 — Income from the publication and sale of books, booklets, photographs, slides, films, articles and sports periodicals.

5 — Income from the letting of sports venues belonging to the federation.

6 — Income from the receipt of members' annual membership fees on the basis of by-laws proposed by the Board of Directors and approved by the General Assembly.

7 — Income from the receipt of protest fees and monetary fines on the basis of the disciplinary by-laws.

8 — Obtaining loans and banking facilities from banks and credit institutions licensed by the Central Bank of the Islamic Republic of Iran, with the approval of the Board of Directors.

9 — Income from the conduct of economic and advertising activities through the establishment of commercial institutions and companies, with the approval of the Board of Directors.

10 — Income from television and multimedia broadcasting rights, advertising, supporter systems and other similar matters.

11 — Income from financial benefits arising from rights assigned by the federation.

12 — Income from the transfer of players and coaches.

13 — Income from the participation of teams, players and technical staff in league competitions and club championships.

14 — Income from sports marketing.

15 — Other relevant lawful income.

Note 1 — The amount and manner of collection of the income arising under paragraphs (2) and (5) and (10) to (15) shall, in accordance with the relevant laws and regulations, be on the basis of by-laws proposed by the Board of Directors and approved by the General Assembly.

Note 2 — The federation is obliged to expend all of its funds pursuant to the approved financial and transactional by-laws and within the framework of the approved annual programme and budget. In any event, the federation's managers must not create obligations in excess of the funds provided for.

#Article 34

The sport boards of the provinces of the country are non-governmental establishments of unlimited duration and, as the highest competent authority, are responsible for the administration of the sport or sports in the province; they are or shall be recognised by the federation to operate in observance of the relevant laws and regulations.

#Article 35

The provisions of these statutes also govern the sport federations relating to specific constituencies, such as workers', school and university federations.

#Article 36

These statutes replace the Statutes of the Amateur Sport Federations of the Islamic Republic of Iran, the subject of Approval Decree No. 4966/T26429H of 26 June 2002, and the amendment thereto, the subject of Approval Decree No. 55291/T49113H of 28 May 2013.
