Law on Permitting the Establishment of Sports Clubs and Stadiums by the People under Government Supervision, enacted 1990 — a single-article law that opened the establishment of sports facilities to the private sector and set out its conditions and enforcement mechanism.

What this law provides
The single article authorises the Physical Education Organisation to issue permits for the establishment of stadiums and operating licences for sports clubs to qualified applicants, and, where necessary, to make two facilities available to them:
- Lease of land owned by the OrganisationThe Organisation may, in coordination with the relevant authorities, lease land it owns for the establishment of stadiums.
- Acquisition of land designated for sports useLand determined by the Ministry of Housing and Urban Development and the Urban Land Organisation to have a sports designation is placed at the Organisation's disposal; and where the land does not belong to the government and the Organisation is unable to acquire it, permit holders may acquire that land with the Organisation's approval and the owner's consent.
Enforcement: revocation of the licence
Note 1 sets out the supervisory instrument: in the event of a breach by the founders of clubs and stadiums of the applicable rules and regulations, the Organisation may revoke the operating licence temporarily or permanently. Drafting the implementing regulation for this note within two months is assigned to the Organisation, and its approval to the Council of Ministers.
Note 2 further authorises the Organisation to establish a company for equipping and maintaining sports facilities and buildings; representation of the government's shares in that company rests with the head of the Physical Education Organisation, the Minister of Economic Affairs and Finance, and the head of the Plan and Budget Organisation.
Who this law matters to
Founders and owners of private clubs and sports complexes are directly subject to this law. For counsel, Note 1 is the most frequently applied provision: any decision to revoke a club's licence must be assessed within the framework of this note and its implementing regulation, and the proportionality of temporary or permanent revocation to the breach committed is the principal ground on which objections are raised.
