Statute of the National Olympic Committee of Iran

 Part One – Definition and Purpose

 Article One – The National Olympic Committee of Iran is established for the purpose of developing and supporting the Olympic Games movement and amateur sport in Iran, on the basis of the principles of the statute of the International Olympic Committee.

 The National Olympic Committee of Iran is an independent, non-profit organisation with legal personality and financial independence, free from any political, religious, commercial or racial purposes.

  Part Two – Duties

 Article Two – The duties of the National Olympic Committee of Iran are as follows:

 (a) Liaison with the International Olympic Committee, the National Olympic Committees and the international and continental federations.

(b) Introducing the national federations and sports organisations to the international sports federations and organisations, and safeguarding their rights in international forums.

(c) Enabling the participation of the young people of Iran in the Olympic and Asian Games.

(d) Cooperation with the national federations and the sports organisations of Iran in international matters.

(e) Implementation of the rules and regulations of the International Olympic Committee.

(f) Organising art exhibitions connected with the Asian and Olympic Games.

(g) Familiarising society with the moral values of sport and with the observance of the principles of fair play and ethics in sports competitions.

(h) Taking steps for the holding of amateur sports competitions by the national federations in order to create friendship and healthy competition for the purpose of social well-being.

(i) Teaching the principles of the amateur philosophy in schools, clubs and public centres through the use of the mass media.

 (j) Designating and dispatching the country's representation to the Olympic and Asian Games.

 (k) The necessary cooperation with all institutions, whether governmental or national, for the preparation and implementation of programmes of sport, healthy recreation and well-being with a view to improving the state of sport.

 (l) Examining and taking decisions on infringements or on reports received from international federations or sports organisations against the national federations. The decisions of the Executive Board of the National Olympic Committee of Iran shall be binding on the sports federations.

 (m) Supervision of the observance of amateur standards in sports competitions.

 (n) Holding training courses, both domestic and international, in Iran in cooperation with the Olympic Solidarity Committee and the relevant federations and in cooperation with domestic and foreign sporting and scientific organisations, and sending individuals to the training courses of the Olympic Solidarity Committee.

(o) Cooperation in arranging the programme of the representatives of the national federations and sports organisations at international congresses and assemblies.

(p) Cooperation in the conduct of the affairs of Asian and international sports federations whose offices are to be located within the national federation of Iran.

(q) Cooperation in dispatching Iranians who are members of international sports organisations to the relevant congresses and meetings.

(r) Examining and approving the statutes and regulations of the national amateur sports federations of Iran and bringing them into conformity with international standards and regulations.

(s) Nominating the representatives of Iran to the International Olympic Committee in accordance with the regulations of the International Olympic Committee.

(t) Cooperation with the national sports federations in order to keep the members of the national teams in readiness for dispatch to the Asian and Olympic Games.

(u) Holding consultative meetings, attended by the presidents of the sports federations, in order to examine the international affairs of the federations with the Executive Board of the National Olympic Committee of Iran, once every two months.

(v) Establishing the technical council of the evaluation committee, as well as study and research in sporting fields, and establishing such other committees as may be required, in cooperation with the responsible organisations.

(w) Publication of sports books and articles and of international technical regulations, and publication of the bulletin of the National Olympic Committee of Iran.

(x) Preparing and maintaining medical files for all champions in cooperation with the Ministry of Health and Welfare.

(y) Designating one day or one week in the year in the name of the Olympics, in cooperation with the national federations.

(z) Recording and maintaining all the records of the Olympic and Asian Games and registering records, results and the placings obtained.

(aa) For the purpose of the use of emblems, medals and awards in competitions, instructions shall be prepared and sent to the federations for implementation.

 Part Three – General Provisions

 Article 3 – The use of the Olympic flag and emblems and of the words "Olympic" and "Olympiad" belongs to the National Olympic Committee of Iran, and any use thereof must be made with the prior permission of the National Olympic Committee of Iran. The above provision is also binding in respect of the use of the flag and emblems of the Asian Games Federation.

 Article 4 – The National Olympic Committee of Iran recognises only one national federation in the country for each sporting discipline.

Part Four – Organs

 Article 5 – The National Olympic Committee of Iran has the following organs:

 (a) The Supreme Council

(b) The Executive Board

(c) The Secretariat-General

(d) The Organising Committee

 The Supreme Council:

 Article 6 – The Supreme Council is composed of the following personalities and office-holders and meets at least once each year:

 (a) The Prime Minister

(b) The personality who, by order of the President, is selected as President of the National Olympic Committee of Iran and of the presiding board.

(c) The Minister of Foreign Affairs

(d) The Minister of National Guidance

(e) The Minister of State and Head of the Plan and Budget Organisation

(f) The Minister of Culture and Higher Education

(g) The Deputy Prime Minister and Head of the Physical Education Organisation of Iran

(h) The Minister of the Interior

(i) The Minister of Labour and Social Affairs

 (j) The Minister of Education

 (k) The Minister of Health and Welfare

 (l) The Head of the Joint Staff of the Army of the Islamic Republic of Iran

 (m) The person in charge of the Radio and Television Organisation of Iran (Islamic Republic of Iran Broadcasting)

 (n) The Secretary-General of the National Olympic Committee of Iran, who is selected on the proposal of the President of the National Olympic Committee of Iran and with the approval of the Prime Minister for a term of four years, and who acts as secretary of the Supreme Council and of the Executive Board.

(o) Five persons knowledgeable in, or responsible for, sporting matters and the Olympic Games, nominated by the Head of the Physical Education Organisation of Iran.

(p) The presidents of the federations whose sports are among the Olympic sports, who constitute the majority of the members.

 Article 7 – All members of the Supreme Council and of the Executive Board must hold Iranian nationality.

 Article 8 – The Supreme Council shall meet at least once each year. The presence of a majority is necessary for the meeting to be validly constituted; should a majority not be obtained, a further convocation shall be made within one month. That meeting shall be governed by the majority and any decision taken by the members present shall be binding. In all meetings of the Supreme Council and of the Executive Board of the National Olympic Committee of Iran, voting shall be conducted openly and, upon the proposal of the President, by secret ballot; in the event of a tie, the deciding vote shall rest with the President.

 Article 9 – Proposals must reach the Secretariat-General two months before the meeting of the Supreme Council is held in order to be placed on the agenda of the Supreme Council. At the meeting of the Supreme Council, the reports of the Secretary-General and of the Treasurer shall also be examined.

 Article 10 – The Secretary-General is obliged to send the agenda and the proposals received to the members for their information at least fifteen days before the Supreme Council convenes.

 Article 11 – An extraordinary meeting of the Supreme Council shall be convened on the proposal of the President or the Secretary-General, or at the request of one third of the members of the Supreme Council.

 Article 12 – The following persons may not be elected to membership of the National Olympic Committee of Iran:

 (a) Any athlete who has been recognised as a professional in any sporting discipline.

(b) Persons who are connected with, or engaged in, sport for personal gain (other than persons who, by way of occupation, receive a salary on a continuous basis from this source within the administrative structures of sport and who are connected with amateur sports).

(c) Any person who holds the position of coach or trainer and who performs that work in return for financial reward.

 Article 13 – All members of the Supreme Council and of the Executive Board of the National Olympic Committee of Iran serve in an honorary capacity and receive no remuneration or reward for their services; however, while on mission they shall receive travel expenses and a subsistence allowance in accordance with the applicable rules.

 Article 14 – The National Olympic Committee of Iran may, by a majority of half plus one of the votes of the members present, deprive of membership of the Committee any member who has acted contrary to the laws in force or to the independence or security of the country, or who has in any way damaged the interests, standing and dignity of the Committee, or whose fitness for membership of the Committee has for any reason been absent from the outset, and may elect that member's successor in accordance with the provisions of this statute.

 Article 15 – The Supreme Council shall, at the latest two months after the Olympic Games, proceed to elect the remaining seven of the nine members of the Executive Board of the National Olympic Committee of Iran from among the members of the Supreme Council or other qualified persons, for a term of four years, being one Olympic cycle.

 (a) Two Vice-Presidents

(b) The Treasurer

(c) Four members

 Article 16 – The re-election of the members of the Executive Board in subsequent terms is permitted.

 Article 17 – The Secretary-General has full authority from the Executive Board to conduct all the affairs of the National Olympic Committee of Iran and shall, for this purpose, draw up the organisational structure of the Secretariat-General and submit it for the approval of the Executive Board in order to carry out the relevant duties.

Article 18 – Employment matters concerning the staff of the Secretariat-General of the National Olympic Committee of Iran shall be administered in accordance with regulations to be approved by the Supreme Council.

 The Organising Committee:

 Article 19 – The Executive Board shall elect the members of the Organising Committee from among the members of the National Olympic Committee of Iran and other qualified persons. This Committee shall, in cooperation with the relevant federations, take the necessary steps for the preparation of athletes and the dispatch of the sporting delegation of Iran to take part in the Olympic and Asian Games.

 Article 20 – The Organising Committee shall be constituted at least eighteen months before the commencement of each Olympic and Asian Games, and its period of operation is limited to that edition alone.

 Article 21 – The views of the Organising Committee shall be implemented following approval by the Executive Board of the National Olympic Committee of Iran.

 Article 22 – The Organising Committee is composed of seven persons, as follows:

1 – One President

2 – One Vice-President

3 – One Secretary

4 – One Treasurer

5 – Three members

 Sub-committees

 Article 23 – In order to carry out the preparatory work relating to the Olympic and Asian Games and to expedite matters relating to the participation of athletes and the preparation of the participants, the Executive Board of the National Olympic Committee of Iran shall, on the proposal of the Organising Committee, establish the following sub-committees:

 (a) The Competitions Committee.

(b) The Public Relations and Publications Committee

(c) The International Relations Committee

(d) The Committee for the Training and Selection of Coaches

(e) The Finance Committee

(f) The Coordination and Supervision Committee

(g) The Planning and Budget Committee

(h) The Health and Medical Committee

 (i) The Judicial and Disciplinary Committee

 Article 24 – The Executive Board of the National Olympic Committee of Iran shall determine and notify the number of members and the duties of each sub-committee, so that it may perform its duties under the supervision of the Organising Committee.

 Article 25 – Each sub-committee shall have one person in charge.

 Article 26 – The Organising Committee shall, on the proposal of the person in charge of the sub-committee, select the members of the committee from among the full members or other qualified persons and shall, following approval by the Executive Board of the National Olympic Committee of Iran, issue their appointments.

Article 27 – The persons in charge of the sub-committees are obliged to submit to the Organising Committee each month a full written report on the progress of their respective committees, so that, after examination, it may be brought before the Executive Board of the National Olympic Committee of Iran.

 Article 28 – All members of the Executive Board of the National Olympic Committee of Iran may attend the meetings of the Organising Committee and of the sub-committees, and the Secretary-General shall exercise general supervision with a view to coordinating the programmes.

 Article 29 – For the purposes of cooperation and coordination in matters relating to the preparation and selection of the athletes taking part in the Olympic and Asian Games, consultative meetings shall be held with the participation of the presidents of the federations taking part in the Games, the Organising Committee and the sub-committees, and views shall be sought and coordination effected for the better conduct of affairs.

 Article 30 – At the conclusion of the Olympic and Asian Games, the representatives of the Organising Committee who accompanied the participants in the Games for management and supervision shall prepare a full report on the manner of work and the aptitude of the champions and the representatives dispatched, and on the progress achieved in each sporting discipline, and shall submit it to the Executive Board of the National Olympic Committee of Iran, so that it may be raised at the meeting of the Supreme Council and appropriate decisions taken.

 Part Five – The Budget of the National Olympic Committee of Iran

 Article 31 – The budget of the National Olympic Committee of Iran shall be drawn up by the Treasurer in cooperation with the Secretary-General and submitted for the approval of the Supreme Council.

 Article 32 – The revenues of the National Olympic Committee of Iran are as follows:

 (a) The appropriation provided from government assistance; having regard to the standards of the International Olympic Committee, no interference on account of such assistance which would impair the freedom of these committees shall be accepted.

(b) Financial assistance given by individuals or organisations.

(d) Donations or gifts made by individuals or institutions.

(c) The revenues of pre-Olympic competitions

(e) The revenues collected by the Committee in holding the Olympic day or week.

(d) Donations or gifts made by individuals or institutions.

(f) The revenues derived from the sale of stamps and sports coins and of Olympic and Asian emblems

 Article 33 – All revenues shall be expended with the approval of the Executive Board, and the balance sheet thereof shall be presented to the Supreme Council.

 Article 34 – The financial affairs and commitments of the National Olympic Committee of Iran shall bear two of the following three signatures.

 (a) The President

(b) The Secretary-General

(c) The Treasurer

 Article 35 – The Executive Board may invite, as advisers, former heads of the Physical Education Organisation, former Secretaries-General of the National Olympic Committee of Iran, former presidents of the sports federations and persons who have in any manner rendered services to the advancement of sport and to Olympic aims, to cooperate with it.

 Article 36 – Where necessary, proposals for the amendment of the articles of this statute shall be raised in the Executive Board of the National Olympic Committee of Iran and, if approved by the Supreme Council, shall be put into effect.
